"1.3    Sec. 17. [121A.3951] STUDENT SUPPORT SERVICES PERSONNEL GRANT
1.4PROGRAM.
1.5    Subdivision 1. Definitions. For the purposes of sections 121A.395 to 121A.3952,
1.6the following terms have the meanings given them:
1.7(1) "student support services personnel" includes individuals licensed as a
1.8school counselor, school psychologist, school social worker, school nurse, or chemical
1.9dependency counselor in Minnesota; and
1.10(2) "new position" means a full-time or part-time student support services personnel
1.11position not under contract by a school at the start of the 2016-2017 school year.
1.12    Subd. 2. Purpose. The student support services personnel grant program must:
1.13(1) address shortages of student support services personnel within Minnesota schools;
1.14(2) decrease caseloads for existing student support services personnel to ensure
1.15effective services;
1.16(3) ensure K-12 students receive effective academic guidance and integrated and
1.17comprehensive services to improve student and school outcomes and students' career and
1.18college readiness;
1.19(4) ensure student support services personnel serve within the scope and practice of
1.20their training and licensure;
1.21(5) fully integrate learning supports, instruction, and school management within a
1.22comprehensive approach that facilitates interdisciplinary collaboration; and
1.23(6) improve school safety and school climate to support academic success and
1.24career and college readiness.
1.25    Subd. 3. Grant eligibility and application. (a) A school district, charter school,
1.26intermediate school district, or other cooperative unit may apply for a six-year grant
1.27under this section.
2.1(b) The commissioner of education shall specify the form and manner of the grant
2.2application. In awarding grants, the commissioner must give priority to schools where
2.3student support services personnel positions do not currently exist. The commissioner also
2.4must consider at least the following when awarding grants:
2.5(1) existing student support services personnel caseloads;
2.6(2) school demographics;
2.7(3) Title 1 revenue;
2.8(4) Minnesota student survey data;
2.9(5) graduation rates; and
2.10(6) postsecondary completion rates.
2.11    Subd. 4. Allowed uses; match requirements. Grant recipients must use the grant
2.12under this section to hire a new position. A school that receives a grant must match the
2.13grant with local funds in each year of the grant. In each of the first four years of the grant,
2.14the local match equals $1 for every $1 awarded in the same year. In years five and six
2.15of the grant, the local match equals $3 for every $1 awarded in the same year. The local
2.16match may not include federal reimbursements attributable to the new position.
2.17    Subd. 5. Report required. By February 1 following any fiscal year in which a
2.18recipient receives a grant, it must submit a written report to the commissioner indicating
2.19how the new positions affected two or more of the following measures:
2.20(1) school climate;
2.21(2) attendance rates;
2.22(3) academic achievement;
2.23(4) career and college readiness; and
2.24(5) postsecondary completion rates.
2.25    Subd. 6. Appropriation. $95,000,000 in fiscal year 2018 is appropriated from the
2.26general fund to the commissioner of education for support services grants under this
2.27section. Notwithstanding section 16A.28, this appropriation is available until June 30,
2.282024. Any balance remaining after June 30, 2024, cancels to the general fund.
2.29EFFECTIVE DATE.This section is effective for fiscal year 2018 and later.

2.30    Sec. 18. [121A.3952] STUDENT SUPPORT SERVICES PERSONNEL
2.31TRAINING GRANTS.
2.32    Subdivision 1. Purpose. Student support services personnel training grants are to
2.33increase the number of postsecondary graduates qualified to serve as student support
2.34services personnel in Minnesota schools.
3.1    Subd. 2. Eligible institutions; application. (a) Any Minnesota institution of higher
3.2education offering a preparation program that meets the requirements for licensure of
3.3student support services personnel is eligible to apply for a six-year grant in the form
3.4and manner specified by the commissioner.
3.5(b) The commissioner of education shall develop criteria for awarding grants
3.6consistent with this section.
3.7    Subd. 3. Allowed uses; match requirements. An institution that receives a grant
3.8under this section must use the grant to hire staff as necessary to meet the purposes of
3.9this section, and must match the grant with local funds in each year of the grant. In each
3.10of the first four years of the grant, the local match equals $1 for every $1 awarded in
3.11the same year. In years five and six of the grant, the local match equals $3 for every $1
3.12awarded in the same year. A recipient must use the grant to supplement, not supplant,
3.13existing funding for the uses described under this subdivision.
3.14    Subd. 4. Report required. By February 1 following any fiscal year in which it
3.15received a grant, an institution must submit a written report to the commissioner indicating
3.16how the new positions affected:
3.17(1) the number of students enrolled in programs leading to licensure of student
3.18support services personnel;
3.19(2) the number of graduates of programs leading to licensure of student support
3.20services personnel; and
3.21(3) employment outcomes for graduates of programs leading to licensure of student
3.22support services personnel, including employment in Minnesota schools.
3.23    Subd. 5. Appropriation. $500,000 is annually appropriated from the general fund
3.24to the commissioner of education for grants received under this section.
3.25EFFECTIVE DATE.This section is effective July 1, 2017 for fiscal year 2018
3.26and later.
