7.10(a) Except as provided in paragraph (b), the
7.11Board of Trustees shall pay the debt service
7.12on one-third of the principal amount of state
7.13bonds sold to finance projects authorized
7.14by this section. After each sale of general
7.15obligation bonds, the commissioner of
7.16management and budget shall notify the
7.17board of the amounts assessed for each year
7.18for the life of the bonds.
7.19(b) The board need not pay debt service
7.20on bonds sold to finance HEAPR. Where a
7.21nonstate match is required, the debt service is
7.22due on a principal amount equal to one-third
7.23of the total project cost, less the match
7.24committed before the bonds are sold.
7.25(c) The commissioner of management and
7.26budget shall reduce the board's assessment
7.27each year by one-third of the net income
7.28from investment of general obligation bond
7.29proceeds in proportion to the amount of
7.30principal and interest otherwise required to
7.31be paid by the board. The board shall pay its
7.32resulting net assessment to the commissioner
7.33of management and budget by December
7.341 each year. If the board fails to make
8.1a payment when due, the commissioner
8.2of management and budget shall reduce
8.3allotments for appropriations from the
8.4general fund otherwise available to the board
8.5and apply the amount of the reduction to
8.6cover the missed debt service payment. The

53.19    Sec. 26. BOND SALE AUTHORIZATION.
53.20    Subdivision 1. Bond proceeds fund. To provide the money appropriated in this act
53.21from the bond proceeds fund, the commissioner of management and budget shall sell and
53.22issue bonds of the state in an amount up to $853,849,000 in the manner, upon the terms,
53.23and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and
53.24by the Minnesota Constitution, article XI, sections 4 to 7.
53.25    Subd. 2. Transportation fund. To provide the money appropriated in this act from
53.26the state transportation fund, the commissioner of management and budget shall sell and
53.27issue bonds of the state in an amount up to $36,613,000 in the manner, upon the terms, and
53.28with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by
53.29the Minnesota Constitution, article XI, sections 4 to 7. The proceeds of the bonds, except
53.30accrued interest and any premium received on the sale of the bonds, must be credited to
53.31a bond proceeds account in the state transportation fund.
54.1    Subd. 3. Maximum effort school loan fund. To provide the money appropriated in
54.2this act from the maximum effort school loan fund, the commissioner of management and
54.3budget shall sell and issue bonds of the state in an amount up to $5,491,000 in the manner,
54.4upon the terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to
