Call it a day of fits and starts.

After several conference committees worked into the early hours of the morning to wrap up their reports, the House met and recessed several times Sunday as it waited to take up the reports and vote them off the floor.

House Majority Leader Joyce Peppin (R-Rogers) moved to allow the House to meet past midnight. It is expected to do just that as the parade of omnibus bills conferred by the House and Senate make their way to the respective floors and off to the governor for action.

The first major bill to move was the omnibus higher education finance bill, (HF551/SF5*). It was passed by the House 71-57 and earlier in the Senate 57-8.
