Funding college, grants: The omnibus higher education law provides
less funding for 2004-05 than the University of Minnesota and the Minnesota
State Colleges and Universities system previously allocated, but more for the state grant program.
Wait until 2004: Proposals dealing with state grants and studying
abroad were not included in the omnibus higher education finance law.
Stories from 2003
Rioting penalties
(April 17): Students convicted of rioting would no longer receive state grant dollars under a provision added to
the House Higher Education Finance Committee's omnibus bill.
Funding college (April
15): The omnibus finance bill heard by the House Higher Education Finance Committee features better numbers than
previously planned, but are still mostly a drop from current levels.
State grant allocations
(April 10): Instead of state grant aid being awarded to students from the Higher Education Services Office it
would likely be awarded by their specific institution, under a bill heard by a House committee.
State grant eligibility
(April 3): Students attending a private, for-profit institution may not receive a dime from the state grant program,
under a bill heard by a House committee.
Studying abroad
(April 1): A passport would be necessary for some college students if a plan heard by a House committee becomes
law.
Regents elected (March
4): Nine members of the University of Minnesota's Board of Regents were elected March 3 by a joint convention of
the Minnesota House and Senate.
Student aid plan (Feb.
18): Two members of Minnesota's business community are recommending that the state grant program be funded
differently.
Limiting student aid
(Jan. 14): Students yet to submit financial aid materials are most likely out of luck for any state grant dollars
during the remainder of fiscal year 2003.
