WAYS AND MEANS COMMITTEE MEETING MINUTES

Representative Liz Olson, Chair of the Ways and Means Committee, called the meeting to order at 10:32 A.M. on, Monday, January 30, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Edelson moved that the minutes of January 23, 2023, be approved. THE MOTION PREVAILED.

HF28 (Frazier) Right to vote restored to individuals convicted of a felony upon completion of any term of incarceration imposed and executed by a court for the offense.

Representative Freiberg moved that HF 28 be re-referred to the General Register.

Representative Frazier presented HF 28.

Representative Freiberg renewed the motion that HF 28 be re-referred to the General Register. THE MOTION PREVAILED.

HF5 (Jordan) Free school lunch and breakfast provided for all students.

Representative Youakim moved that HF 5 be re-referred to the General Register.

Vice Chair Edelson moved that HF 121 be re-referred to the General Register.

Vice Chair Edelson assumed the gavel at 11:21 A.M.

HF19 (Olson) Earned sick and safe time provided, report required, rulemaking authorized, and money appropriated.

Chair Olson moved that HF 19 be re-referred to the General Register.

Chair Olson moved the A19 amendment to HF 19.

Chair Olson offered an oral amendment to the A19 amendment as follows:
Page 3, line 8, delete “2024” and insert “2025”
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Chair Olson renewed the motion to adopt the A19 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Olson presented HF 19 as amended.

Representative Scott moved the A17 amendment to HF 19 as amended. THE MOTION DID NOT PREVAIL.

Representative Scott moved the A21 amendment to HF 19 as amended. THE MOTION DID NOT PREVAIL.

Representative Scott moved the A22 amendment to HF 19 as amended. THE MOTION DID NOT PREVAIL.

Representative Petersburg moved the A12 amendment to HF 19 as amended. THE MOTION DID NOT PREVAIL.

Chair Olson renewed the motion that HF 19 as amended be re-referred to the General Register. THE MOTION PREVAILED.
