WAYS AND MEANS COMMITTEE MEETING MINUTES

Representative Liz Olson, Chair of the Committee on Ways and Means, called the meeting to order at 10:30 A.M. on, Monday, April 3, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice Chair Edelson moved that the minutes of March 27, 2023, be approved. THE MOTION PREVAILED.

HF3 (Greenman) Voter registration provisions modified; absentee voting provisions modified; voting instructions and sample ballot required to be multilingual and interpreters required to be provided; intimidation, deceptive practices, and interference with registration and voting regulated; campaign finance provisions modified; express advocacy definition expanded; penalties provided; reports required; and money appropriated.

Chair Olson moved that HF 3 be re-referred to the General Register.

Chair Olson moved the A20 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF 3 as amended.

Chair Olson renewed the motion that HF 3 as amended be re-referred to the General Register. THE MOTION PREVAILED.

HF1999 (Lillie) Clean water, parks and trails, and arts and cultural heritage funds funding provided, and money appropriated.

Representative Lillie moved that HF 1999 be re-referred to the General Register.

Representative Lillie presented HF 1999.

Representative Lillie moved the A5 amendment to HF 1999. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lillie moved the A8 amendment to HF 1999. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lillie presented HF 1999 as amended.

Representative Lillie renewed the motion that HF 1999 as amended be re-referred to the General Register. THE MOTION PREVAILED.

HF463 (Vang) Rural Finance Authority funding provided, bonds issued, and money appropriated.

Chair Olson moved that HF 462 be re-referred to the General Register.

Representative Vang presented HF 463.

Chair Olson renewed the motion that HF 463 be re-referred to the General Register. THE MOTION PREVAILED.

Chair Olson recessed the meeting at 11:28 A.M.

Chair Olson reconvened the meeting at 6:01 P.M.

HF2073 (Pelowski) Office of Higher Education, Minnesota State Colleges and Universities, University of Minnesota, and Mayo Clinic funding and policy related changes provided; scholarship and student aid programs created and modified; direct admissions program created; reports required; and money appropriated.

Representative Pelowski moved that HF 2073 be re-referred to the General Register.

Representative Pelowski moved the A2 amendment to HF 2073. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Pelowski moved the A3 amendment to HF 2073. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Pelowski renewed the motion that HF 2073 as amended be re-referred to the General Register. THE MOTION PREVAILED.
