STATE AND LOCAL GOVERNMENT FINANCE AND POLICY COMMITTEE MINUTES

Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:30 A.M. on January 24, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Hansen moved that the minutes from the committee meeting on January 19, 2023 be approved. THE MOTION PREVAILED.

HF 283 (Koegel); relating to local government; modifying metropolitan area regional parks funding provisions to include the city of Fridley; amending Minnesota Statutes 2022, section 473.351, subdivision 1. ****INFORMATIONAL HEARING****

Representative Koegel presented HF 283.

The following testified on HF 283:
• Scott Lund, Mayor, City of Fridley
• Jeff Perry, Park Department, Anoka County
• Lisabeth Barajas, Executive Director of Community Development, Metropolitan Council

HF 159 (Freiberg); relating to local government; providing additional investment authority for
qualifying local units of government; amending Minnesota Statutes 2022, section 118A.09, subdivisions 1, 2, 3; proposing coding for new law in Minnesota Statutes, chapter 118A.

Chair Klevorn moved that HF 159 be laid over for possible inclusion in a State & Local Government omnibus bill.

Representative Freiberg presented HF 159.

The following testified on HF 159:
• Gary Carlson, Intergovernmental Relations Director, League of Minnesota Cities
• Matt Massman, Executive Director, Minnesota-Inter County Association

Chair Klevorn renewed her motion that HF 159 be laid over for possible inclusion in a State & Local Government omnibus bill.

The committee adjourned at 10:00 A.M.
