PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MINUTES


Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:30 AM on March 7, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Curran moved that the minutes from March 2, 2023, be approved. THE MOTION PREVAILED.

The Board of Peace Officer Standards and Training (POST) gave a budget presentation.

The Board of Peace Officer Standards and Training (POST) gave a recent rule changes presentation.

HF 25 (Frazier) Violent crime reduction and clearance support account established to support violent crime reduction strategies, grants established for crime and violence prevention and for evidence-processing technology and crisis response teams, supplemental funding provided for the force investigations unit, special revenue accounts established, report required, money transferred, and money appropriated.

Chair Moller moved to bring HF 25, as previously heard and amended on January 19, 2023, back before the committee.

Chair Moller moved to lay over HF 25.

Rep. Frazier moved the H0025A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 855 (Frazier) Public safety innovation board established, community safety grants provided, law enforcement grants and policy provided, reports required, rulemaking provided, and money appropriated.

Rep. Frazier moved that HF 855 be re-referred to the Committee on Judiciary Finance and Civil Law.

Rep. Frazier moved the H0855DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Frazier moved that HF 538 be placed on the General Register.

Rep. Frazier moved the H0538DE2 amendment.

Rep. Hudson moved the H0538A1 amendment.

Rep. Hudson withdrew the H0538A1 amendment.

Rep. Frazier renewed the motion for the H0538DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
