JUDICIARY FINANCE AND CIVIL LAW COMMITTEE MEETING MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 A.M. on, March 28, 2023, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members Present:

A quorum was present.

Representative Curran moved that the minutes of March 24, 2023, be approved. THE MOTION PREVAILED.

HF447 (Becker-Finn) Fee for uncertified copies of instruments from civil or criminal proceedings eliminated, expedited attorney entry to district courthouse buildings provided, and attorneys secured access to court records provided.

Chair Becker-Finn moved that HF 447 be placed on the General Register. Chair Becker-Finn moved the DE3 amendment to HF 447.
Representative Feist moved the A2 amendment to the DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Frazier moved the A1 amendment to the DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Carroll moved the A3 amendment to the DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Becker-Finn presented the DE3 amendment as amended, and staff conducted a walkthrough of the amendment.

Chair Becker-Finn renewed the motion to adopt the DE3 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Becker-Finn renewed the motion that HF 477 as amended be placed on the General Register. THE MOTION PREVAILED.

HF1580 (Becker-Finn) Onetime market adjustment provided to district court law clerks' starting salary to align with competitive corridor, and money appropriated.

Chair Becker-Finn presented the DE4 amendment to HF 1580 and staff conducted a walk- through of the amendment.

1. HF 447 (Becker-Finn) Fee for uncertified copies of instruments from civil or criminal proceedings eliminated, expedited attorney entry to district courthouse buildings provided, and attorneys secured access to court records provided.
NOTE: The delete everything amendment, labeled H0447DE3, to HF 447 containing the Judiciary Finance and Civil Law Committee's policy omnibus will be taken up by the committee.

2. HF 1580 (Becker-Finn) Onetime market adjustment provided to district court law clerks' starting salary to align with competitive corridor, and money appropriated.
NOTE: The DE amendment, labeled H1580DE4, to HF 1580 containing the Judiciary Finance and Civil Law's finance omnibus will be presented and public testimony will be taken. No formal action will be taken on the DE on 3/28.

Committee discussion of all bills will be limited to the provisions within the jurisdiction of the Judiciary Finance and Civil Law Committee. Items may be taken up in any order, items may be added or removed at the Chairs' discretion.
