HOUSING FINANCE AND POLICY COMMITTEE MINUTES


Representative Michael Howard, Chair of the Housing Finance and Policy Committee, called the meeting to order at 3:00 PM on February 8, 2023, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Agbaje moved that the minutes of February 7th, 2023, be approved. THE MOTION PREVAILED.

HF 817 (Feist) Definition of representative acting on behalf of residents modified, and residents provided an opportunity to purchase manufactured home parks.

Chair Howard moved to refer HF 817 to the committee on Commerce Finance and Policy.

Representative Feist presented HF 817.

Chair Howard renewed the motion to refer HF 817 to the committee on Commerce Finance and Policy. THE MOTION PREVAILED.


HF 156 (Feist) Eligible use of housing infrastructure bonds added, issuance of housing infrastructure bonds prescribed, bonds issued, and money appropriated.

Chair Howard moved to refer HF 156 to the committee on Commerce Finance and Policy.

Chair Howard moved the H0156DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Feist presented HF 156 as amended.

HF 814 (Norris) Manufactured home park redevelopment program modified, manufactured home park lending and purchase of manufactured home parks by cooperatives grant programs created, and money appropriated.

Representative Norris moved to lay over HF 814 for possible inclusion in the Housing Finance and Policy committee omnibus bill.

Representative Norris moved the H0814A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris presented HF 814 as amended.
