Representative Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:00 P.M. on Wednesday, January 25th, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative BRAND moved to approve the minutes from Tuesday, January 24th, 2023. THE MOTION PREVAILED.

HF410(Richardson); A bill for an act relating to environment; transferring money to the metropolitan landfill contingency action trust account.

Representative HANSEN moved that HF410 be recommended to be re-referred to the Committee on Ways and Means.

Representative Richardson introduced HF410.

Testifying on the bill:

- Kirk Koudelka, Minnesota Pollution Control Agency

Representative HANSEN renewed his motion that HF410 be recommended to be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Jordan assumed the gavel at 3:18 P.M.

HF609(Hansen); A bill for an act relating to natural resources; modernizing statutes related to the registration, transfer, and operation of snowmobiles; amending Minnesota Statutes 2022,
sections 84.788, subdivision 5; 84.82, subdivision 2, by adding a subdivision; 84.821, subdivision 2; 84.84; 84.86, subdivision 1; 84.87, subdivision 1; repealing Minnesota Rules, parts 6100.5000, subparts 3, 4, 5; 6100.5700, subpart 4.

Representative HANSEN moved that HF609 be laid over for possible inclusion in the Environment and Natural Resources Omnibus bill.

Representative HANSEN moved to adopt an amendment to HF609, the A1 amendment.

Representative HANSEN moved to adopt an oral amendment to the A1 amendment, as below:

- On lines 1.5 and 1.11 replace “paragraph (b)” with “clause (2)”

THE MOTION PREVAILED. THE ORAL AMENDMENT TO THE AMENDMENT WAS INCORPORATED.

Representative HANSEN renewed the motion that the A1 amendment, as incorporated, be adopted. THE MOTION PREVIALED. THE AMENDMENT, AS INCORPERATED, WAS ADOPTED.

Representative Hansen introduced HF609.

Representative HANSEN renewed his motion that HF609, as amended, be laid over for possible inclusion in the Environment of Natural Resources Finance and Policy Omnibus bill. The bill is laid over.

HF245(Jordan); A bill for an act relating to natural resources; appropriating money for a report on rough fish.

Representative JORDAN moved that HF245 be recommended to be re-referred to the Committee on Ways and Means.

Representative JORDAN moved to adopt an amendment to HF245, the DE3 amendment.

Representative JORDAN renewed her motion to adopt the DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF509(Urdahl); A bill for an act relating to natural resources; modifying the Luce Line State Trail; amending Minnesota Statutes 2022, section 85.015, subdivision 10.

Representative HEINTZEMAN moved that HF509 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Omnibus bill.

Representative Urdahl introduced HF509.

Representative HEINTZEMAN renewed his motion the HF509 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy Omnibus Bill. The bill is laid over.

The meeting was adjourned at 3:58 P.M.
