PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 1:00 PM on March 23rd, 2021 pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Hornstein presented HF 1691, a bill for an act relating to public safety; expanding the reporting of crimes motivated by bias; amending the crimes of assault, property damage, and harassment motivated by bias; requiring the Board of Peace Officer Standards and Training to update training in recognizing, responding to, and reporting crimes of bias; appropriating money; amending Minnesota Statutes 2020, sections 363A.06, subdivision 1; 609.2231, subdivision 4; 609.2233; 609.595, subdivisions 1a, 2; 609.749, subdivision 3; 626.5531, subdivision 1; 626.8451, subdivision 1; 626.8469, subdivision 1.

Representative Stephenson presented HF 167, a bill for an act relating to judiciary; modifying requirement for presentence investigation and written report; amending Minnesota Statutes 2020, sections 244.10, subdivision 1; 609.115, subdivisions 1, 2, 8.

Representative Edelson presented HF 290, a bill for an act relating to crime; clarifying felony drive-by shooting; amending Minnesota Statutes 2020, section 609.66, subdivision 1e.

Chair Mariani moved that HF 290, as amended, be laid over for possible inclusion in the omnibus bill.


Vice Chair Frazier moved that HF 41 be referred to the Committee on Human Services Finance and Policy.

Vice Chair Frazier presented HF 41, a bill for an act relating to employment; providing emergency paid sick leave to certain employees excluded from the federal Families First Coronavirus Response Act.

Vice Chair Frazier renewed his motion that HF 41 be referred to the Committee on Human Services Finance and Policy.
