MINUTES

Representative Hansen, Chair of the Environment and Natural Resources Finance Division, called the meeting to order at 12:46 P.M. on March 5th, 2019, in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Hansen called the meeting to order at 12:46 P.M. A quorum was present.

Vice Chair Claflin moved to approve the minutes of February 28th, 2019. THE MOTION PREVAILED.

The Pollution Control Agency continued its presentation of the Governor’s budget recommendations. The presenters were:

Craig McDonnell, Assistant Commissioner
Kirk Koudelka, Assistant Commissioner
Will Seuffert, Executive Director, Environmental Quality Board

HF809 (Lislegard) St. Louis and Lake Counties Regional Railroad Authority grant availability extending.

Chair Hansen moved that HF809 be recommended to be re-referred to the Committee on Ways and Means with recommended referral to the Legacy Finance Division.

Chair Hansen renewed the motion that HF809 be recommended to be re-referred to the Committee on Ways and Means with recommended referral to the Legacy Finance Division. THE MOTION PREVAILED.

HF749 (Vang) Taking of turtles provisions modified.

Representative Lee moved that HF749 be laid over for possible inclusion.

Representative Lee moved to adopt the A1 amendment. THE MOTION PREVAILED.

Representative Lee renewed the motion that HF749 as amended be laid over for possible inclusion. The bill was laid over.

HF1134 (Fabian) River Watch program funding provided, and money appropriated.

Representative Fabian moved that HF1134 be recommended to be re-referred to the Committee on Ways and Means with recommended referral to the Legacy Finance Division.

HF731 (Brand) Motor vehicles and watercraft tax and fee exemption for disabled veterans provided.

Chair Hansen moved that HF731 be recommended to be re-referred to the Committee on Ways and Means.

HF653 (Lillie) Greater Minnesota regional parks and trails funding provided, and money appropriated.

Chair Hansen moved that HF653 be recommended to be re-referred to the Committee on Ways and Means with recommended referral to the Legacy Finance Division.

Representative Lee moved to adopt the DE1 amendment with the following correction:
Line 6.1: Delete “$7,000” and insert “$4,000”.
THE MOTION PREVAILED.

HF1215 (Hornstein) Solid waste management tax allocation of revenues amended.

Chair Hansen moved that HF1215 be recommended to be re-referred to the Committee on Ways and Means.
