MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the remote Ways and Means Committee meeting to order at 9:45 A.M. on Friday, May 1, 2020, pursuant to House rule 10.01. The meeting was conducted over Zoom and broadcast via House Public Information Services, Facebook Live, and YouTube live streaming.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of April 29, 2020 be adopted. THE MOTION PREVAILED.

HF168 (Schultz) Temporary PCA rate increase during COVID-19 emergency

Representative Olson moved adoption of the Health and Human Service Finance Division Report for HF168. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF168, as amended, be recommended to be placed on the General Register.

Representative Schultz presented HF168 and explained the A8 amendment.

Representative Olson moved to adopt the H0168A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Schultz presented the bill as amended and answered member questions.

Representative Lippert commented on the bill and answered member questions.

Bill Marx, Chief Fiscal Analyst, answered questions on HF168.

HF4541 (Hausman) COVID-19; eviction and mortgage foreclosure protection and emergency housing assistance provided during a public health emergency, report required, penalties for false statements provided, and money appropriated

Representative Hausman moved that HF4541 be recommended to be placed on the General Register.

Representative Hausman moved adoption of the H4541A2 amendment and explained the amendment.

Bill Marx, Chief Fiscal Analyst, answered question on the amendment.

Representative Hausman renewed the motion to adopt the H4541A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1507 (Stephenson) Minnesota investment fund grant program limits modified, job training grant program modified, and money appropriated

Representative Olson moved adoption of the Jobs and Economic Development Finance Division Report for HF1507. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF1507, as amended, be recommended to be placed on the General Register.

Representative Olson moved to adopt the H1507DE4 amendment.

Representative Stephenson explained the DE4 amendment.

Representative Olson renewed the motion to adopt the H1507DE4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Olson moved to adopt the H1507A8 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Olson moved that the language contained in the DE4 Amendment as amended be included as Article 1 of the COVID-19 Economic Security Act. THE MOTION PREVAILED.

Representative Ecklund moved to adopt the H1507A10 amendment and explained the amendment.

Representative Ecklund moved to incorporate a technical oral amendment to the H1507A10 amendment as follows:

Page 5, line 18, delete “No money in this appropriation may be spent”
Page 5, delete lines 19 and 20

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Ecklund moved to adopt the H1507A12 amendment to the A10 amendment, with a technical oral amendment.

Colbey Sullivan, House Research, explained the oral amendment to A12 amendment.

Representative Ecklund moved the H1507A12 amendment, with the technical oral amended incorporated into it.

THE MOTION PREVAILED, THE AMENDMENT, AS INCORPORATED WAS ADOPTED.

Representative Davnie moved to adopt the H1507A11 amendment to the A10 amendment.

Representative Davnie explained the amendment and answered member questions.

Bill Marx, Chief Fiscal Analyst, and Colbey Sullivan, House Research, answered questions on the A11 amendment.

Representative Davnie renewed the motion to adopt the H1507A11 amendment to the A10 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kresha moved to adopt the H1507A13 amendment.

Representative Kresha withdrew the H1507A13 amendment.

Representative Ecklund renewed the motion to adopt the H1507A10 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Ecklund moved that the language contained in the H1507A10 amendment, as amended, be included as Article 2 of the COVID-19 Economic Security Act.

Representative Hausman moved that the language previously adopted in HF4541, as amended, be incorporated as Article 3 of the COVID-19 Economic Security Act. THE MOTION PREVAILED.

Representative Olson moved that the language previously adopted in HF168, as amended, be incorporated as Article 4 of the COVID-19 Economic Security Act. THE MOTION PREVAILED.

Representative Olson moved to adopt the H1507A9 amendment.

Bill Marx, Chief Fiscal Analyst, explained the amendment.

Representative Olson renewed the motion to adopt the H1507A9 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Olson renewed the motion that HF1507, as amended, be recommended to be placed on the General Register, and that staff be directed to make technical corrections and amend the title.

NOTE: A decision has been made to package the four COVID-19 bills that were the agenda into a larger COVID-19 Economic Security Act package. HF 1507 will be the vehicle. A series of motions to move the language adopted in the individual bills into HF 1507 as separate articles will be made before HF 1507 moves out to General Register. At this point, HF 3029 (Ecklund) remains in the Rules Committee. The broadband proposal will be offered as an amendment to HF 1507.
