WAYS AND MEANS COMMITTEE

MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:50 A.M. on Monday, February 17, 2020, in Room 200 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of May 19, 2019 be adopted. THE MOTION PREVAILED.

Representative Olson moved that the minutes of October 4, 2019 be adopted. THE MOTION PREVAILED.

Representative Olson moved that the minutes of December 9, 2019 be adopted. THE MOTION PREVAILED.

HF5 (Halverson) Paid family, pregnancy, bonding, and applicant's serious medical condition benefits provided; employment leaves regulated and required; data classified; and rulemaking authorized.

Representative Olson moved that HF5, the Third Engrossment, be recommended to be placed on the General Register.

Representative Olson moved the H0005A21 amendment to amend HF5, Third Engrossment.

Bill Marx, Chief Fiscal Analyst, explained the amendment and the fiscal note.

Representative Olson moved to amend the H0005A21 amendment as follows:

Page 5, line 1, delete “The general fund base amount for fiscal year 2022 is $20,000 for” and insert “$20,000 in fiscal year 2021 is appropriated from the general fund to”

Page 5, line 2, after the period insert “This is a onetime appropriation.”

THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Halverson and Marta James, House Research, explained the H0005A21 amendment as amended.

Representative Olson renewed the motion to adopt the H0005A21 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Halverson answered member questions on HF5 as amended.

Representative Olson renewed the motion that HF5, Third Engrossment as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF11 (Lesch) Earned sick and safe time provided, rulemaking authorized, civil penalties imposed, reports required, and money appropriated.

Representative Olson moved that HF11, the Second Engrossment, be recommended to be placed on the General Register.

Representative Olson moved the H0011A13 amendment to amend HF11, Second Engrossment.

Bill Marx, Chief Fiscal Analyst, explained the amendment and fiscal note.

Representative Olson renewed the motion to adopt the H0011A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lesch answered member questions on HF11 as amended.

Representative Olson renewed the motion that HF11, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Myron Frans, Commissioner, and Britta Reitan, State Budget Director, Minnesota Management and Budget, presented an overview of Governor Walz’ Capital Budget recommendations and answered member questions.

Chair Carlson made some administrative announcements.

Chair Carlson referred members to the attached memo regarding bill referrals.

The following Ways and Means Committee Bills were referred by memo Friday, June 7, 2019:

To the Division on Capital Investment:
HF2908 (Pierson) Relating to capital investment; appropriating money for a youth shelter in Rochester Township; authorizing the sale and issuance of bonds.
HF2909 (Haley) Relating to capital investment; appropriating money for public improvements on the lake front and Blufflands State Trail in Lake City; authorizing the sale and issuance of state bonds.

To the Division on Energy & Climate Finance and Policy:
HF2918 (Mekeland) Relating to economic development; appropriating money for public infrastructure for a business park in Becker.

To the Division on Health and Human Services Finance:
HF2912 (Marquart) Relating to human services; establishing a onetime grant for a pilot project to serve victims of elder abuse; appropriating money.

To the Division on Housing Finance and Policy:
HF2907 (Dehn) Relating to housing; capital investment; adding the use of housing infrastructure bonds for housing stabilization projects; authorizing the sale and issuance of housing infrastructure bonds; appropriating money.

To the Division on Public Safety and Criminal Justice Reform Finance and Policy:
HF2901 (Baker) Relating to public safety; establishing a temporary subcommittee of the Minnesota Recovers Task Force; requiring reports; appropriating money.

To the Division on Transportation Finance and Policy:
HF2913 (Jurgens) Relating to state government; appropriating money for marked Trunk Highway 316 improvements.

*Pursuant to House Rule 4.20, HF5 and HF 11 were returned to the Ways & Means Committee. The committee will not take additional testimony on these bills as they received a full hearing last year. The committee will consider technical amendments and vote on procedural motion to send the bills back to the General Register.
