MINUTES

Representative Lyndon Carlson, Chair of the Committee, called the meeting to order at 9:31 A.M. on Wednesday May 1, 2019, in Room 200 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Olson moved that the minutes of April 25, 019 be adopted. THE MOTION PREVAILED.


SF278 (Mann) Minnesota Pharmacy Benefit Manager Licensure and Regulation Act; appropriations

Representative Liebling moved adoption of the Health and Human Services Division Report for SF278. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Liebling moved that SF278, the 1st Unofficial Division Engrossment, be recommended to be referred to the Committee on Rules and Legislative Administration.

Representative Liebling moved the S0278A1-1 amendment and Representative Carlson explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mann presented the bill.

Representative Liebling renewed the motion that SF278, as amended, be recommended to be referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

HF2542 (Hausman) Omnibus Housing Policy bill

Representative Hausman moved adoption of the Housing Finance and Policy Division Report for HF2542. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hausman moved that HF2542, as amended, be recommended to be placed on the General Register.

Representative Hausman moved the H2542A9 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hausman moved the H2542A10 amendment and explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hausman presented the bill.

Representative Hausman renewed the motion that HF2542, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF2849 (Bernardy) Argosy University closure student relief provided, and report required.

Representative Bernardy moved adoption of the Higher Education Finance and Policy Division Report for HF2849. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Bernardy moved that HF2849, as amended, be recommended to be referred to the Committee on Rules and Legislative Administration.

Representative Bernardy presented the bill.

Commissioner Dennis Olson, Office of Higher Education, and Betsy Talbot, Manager of Institutional Registration and Licensing, Office of Higher Education, answered questions about OHE’s efforts to help students affected by the Argosy University closure.

Representative Bernardy renewed the motion that HF2849, as amended, be recommended to be referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.


Chair Carlson made some administrative announcements.

Chair Carlson referred members to the attached memos regarding bill referrals.

The following Ways and Means Committee Bills were referred by memo Monday, April 29, 2019:

To the Division on Capital Investment:
HF2853 (Poppe) Relating to capital investment; appropriating money for improvements to the wastewater treatment facility in Austin; authorizing the sale and issuance of state bonds.
HF2854 (Poppe) Relating to capital investment; appropriating money for the expansion of the Hormel Institute facility in the city of Austin; authorizing the sale and issuance of state bonds.
HF2855 (Dettmer) Relating to capital investment; appropriating money for improvements to the Disabled Veterans Rest Camp.

To the Division on Education Finance:
HF2860 (Her) Relating to education finance; appropriating money for a grant to an American Indian youth enrichment program.

To the Division on Health and Human Services Finance:
HF2859 (Her) Relating to human services; providing a grant for a culturally specific food shelf in the east metro; appropriating money.
