WAYS AND MEANS COMMITTEE

MINUTES

Representative Lyndon Carlson, Chair of the Committee, unofficially called the meeting to order at 8:01 A.M. on Thursday April 25, 2019, in Room 120 of the Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Carlson announced that since quorum was still not present, the bills would be presented but if a quorum was still not present, they would be temporarily set aside before any action was taken.

HF6 (Mahoney) Wage theft prohibited, wage payment modified, civil and criminal penalties increased, administrative review allowed, and money appropriated.

Representative Mahoney presented HF6.

Seeing no further discussion Representative Carlson temporarily set HF 6 aside before any action was taken.

HF90 (Schultz) Assisted living resident consumer protections established, assisted living establishment license established, penalties provided, rulemaking authority granted, and reports required.

Representative Schultz presented HF90.

Representative Carlson officially called the meeting to order at 8:09 A.M. A quorum was present.

Representative Olson moved that the minutes of April 24, 2019 be adopted as corrected. THE MOTION PREVAILED.

Representative Carlson noted that HF 90 had already been presented and the committee would proceed to take formal action.

Representative Liebling moved adoption of the Health and Human Services Finance Division Report for HF90. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Liebling moved that HF90, as amended, be recommended to be placed on the General Register.

Representative Liebling moved the H0090A18-1 amendment on behalf of the author and Representative Carlson explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Liebling renewed the motion that HF90, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

Representative Carlson noted that HF 6 had already been presented and the committee would proceed to take formal action.

Representative Olson renewed the motion that HF6, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF11 (Lesch) Earned sick and safe time provided, rulemaking authorized, civil penalties imposed, reports required, and money appropriated.

Representative Olson moved adoption of the Jobs and Economic Development Finance Division Report for HF11. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Olson moved that HF11, as amended, be recommended to be placed on the General Register.

Representative Olson moved the H0011A8 amendment on behalf of the author and Representative Carlson explained the amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lesch presented HF11 and answered member questions.

Representative Olson renewed the motion that HF11, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Chair Carlson made some administrative announcements.

The meeting was adjourned at 8:36 A.M.
