MINUTES

Representative Lyndon Carlson, Chair of the Committee, unofficially called the meeting to order at 8:01 A.M. on Wednesday April 24, 2019, in Room 120 of the Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

HF653 (Lillie) Omnibus Legacy Finance Bill

Representative Lillie presented HF653.

Representative Carlson officially called the meeting to order at 8:08 A.M. A quorum was present.

Representative Olson moved that the minutes of April 12, 2019 be adopted. THE MOTION PREVAILED.

Representative Lillie moved adoption of the Legacy Finance Division Report for HF653. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Lillie moved that HF653, as amended, be recommended to be placed on the General Register.

Representative Lillie responded to questions.

Mark Johnson, Director of the Lessard-Sams Outdoor Heritage Council, answered member questions.

Representative Lillie renewed the motion that HF653, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


HF2032 (Hansen) Legislative-Citizen Commission on Minnesota Resources Bill

Representative Hansen moved adoption of the Environment and Natural Resources Finance Division Report for HF2032. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Representative Hansen moved that HF2032, as amended, be recommended to be placed on the General Register.

Representative Hansen presented HF2032 and answered member questions.

Becca Nash, Director of the Legislative-Citizen Commission on Minnesota Resources, answered member questions.

Representative Hansen renewed the motion that HF2032, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.


Chair Carlson made some administrative announcements.

Chair Carlson referred members to the attached memos regarding bill referrals.


The following Ways and Means Committee Bills were referred by memo Friday, April 12, 2019:

To the Division on Capital Investment Finance:
HF2832 (Gunther) Relating to economic development; appropriating money for infrastructure improvements in Waldorf.
HF2834 (Stephenson) Relating to capital investment; appropriating money for rail grade warning devices; authorizing the sale and issuance of state bonds
HF2837 (Torkelson) Relating to transportation; capital investment; appropriating money for the corridors of commerce program; authorizing the sale and issuance of trunk highway bonds.
HF2838 (Olson) Relating to capital investment; appropriating money for rehabilitation of the Grassy Point railroad bridge; authorizing the sale and issuance of state bonds. HF2835 (Christensen) Relating to education finance; authorizing the Professional Educator Licensing and Standards Board to make teacher recruitment grants; appropriating money.

HF2836 (Hornstein) Relating to climate change; establishing a Minnesota Green New Deal; requiring reports

HF2843 (Hamilton) Relating to capital investment; appropriating money for a new city hall and community center in Ellsworth; authorizing the sale and issuance of state bonds.
HF2846 (Xiong, T) Relating to capital investment; appropriating money for an outdoor firing range for law enforcement training in Maplewood; authorizing the sale and issuance of state bonds.

To the Division on Education Finance:
HF2842 (Christensen) Relating to education; appropriating money to increase minimum starting salary for nonlicensed personnel.
