MINUTES

Representative Dehn, Chair of the Subcommittee on Elections, called the meeting to order at 9:50 AM on January 30, 2019 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF94 (Vang, S.) relating to elections; increasing the number of voters an individual may assist in marking a ballot; amending Minnesota Statutes 2018, section 204C. 15, subdivision 1.

Representative Vang testified on the bill.

Secretary Steve Simon, Minnesota Secretary of State, testified on the bill.

Neng Xiong testified on the bill.

Gene Martinez, The Arc Minnesota, testified on the bill.

Francis Hall testified on the bill.

Representative Dehn moved HF94 be re-referred to the committee on Government Operations. THE MOTION PREVAILED.
Representative Bahner moved that the minutes of January 16, 2019 be approved. THE MOTION PREVAILED.

HF45 (Schultz, J.) relating to elections; providing for automatic voter registration of applicants for a driver’s license, instruction permits, or state identification card; amending Minnesota Statutes 2018, sections 13.607, by adding a subdivision; 201.161.

Representative Schultz testified on the bill.

George Beck, Minnesota Citizens for Clean Elections, testified on the bill.

Donna McNamara, Bob Tracy, and Sarah Keuper testified on the bill through email.

Representative O’Driscoll moved to adopt an oral amendment to HF45 as follows:
Page 3, line 3.8 – add “Department of Public Safety” between “state” and “must”. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Halverson moved HF45 be re-referred to the committee on Government Operations. THE MOTION PREVAILED.

The meeting was adjourned at 11:15AM.
