MINUTES

Representative Mike Freiberg, Chair of the Government Operations Committee, called the meeting to order at 1:35pm on February 11th, 2019, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Freiberg moved that the minutes from the committee meeting on May 6th, 2019 be approved. THE MOTION PREVAILED.

Representative Freiberg moved HF3143 be referred to the HHS Finance Committee.

HF3143 (Howard): Alec Smith Insulin Affordability Act.

Representative Michael Howard presented the bill.

Representative Freiberg renewed the motion to refer HF3143 to the HHS Finance Committee. THE MOTION PREVAILED.

Representative Freiberg moved HF1994 to be re-referred to the General Register. THE MOTION PREVAILED.

Representative Masin moved HF192 to be re-referred to the General Register.

Representative Masin moved to adopt HF192A4. THE AMENDMENT IS ADOPTED.

Representative Masin renewed the motion to re-refer HF192 to the General Register. THE MOTION PREVAILED.

Representative Masin moved to re-refer HF703 to the General Register. THE MOTION PREVAILED.

Representative Lee moved to re-refer HF2059 to the General Register. THE MOTION PREVAILED.

Representative Elkins moved to re-refer HF511 to the General Register. THE MOTION PREVAILED.

Representative Freiberg moved to re-refer HF94 to the General Register. THE MOTION PREVAILED.

Representative Freiberg moved to re-refer HF505 to the General Register.

Representative Freiberg moved to adopt HF505A1. THE AMENDMENT IS ADOPTED.

Representative Freiberg renewed the motion to re-refer HF505 to the General Register. THE MOTION PREVAILED.

Alec Smith Insulin Affordability Act. Emergency insulin program established, Minnesota insulin patient assistance program established, pharmacy and insulin manufacturer participation required, reports required, and money appropriated.

Please note that this is a clone bill to HF3100 (Howard). The clone bill will be referred to the Committee on Government Operations on the first day of session.

Pursuant to House Rule 4.20, the following bills were returned to the Committee on Government Operations from the General Register. The committee will not take public testimony on these bills, as they were heard and debated on the merits during the 2019 legislative session. Only technical amendments may be offered for these bills. The committee will be making procedural votes to move the bills out of committee and back to the General Register.
