EDUCATION POLICY COMMITTEE

MINUTES

Representative Cheryl Youakim, Chair of the Committee, called the meeting to order at 2:31 PM on January 30, 2019 in Room 5 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Bahr moved to approve the minutes for the January 29, 2019 meeting. THE MOTION PREVAILED.

Mary Cathryn Ricker, Commissioner, Minnesota Department of Education, introduced herself and shared her background and legislative priorities.

Members of the Minnesota Department of Education Future Assessment Design Working Group presented on the recommendations made in their report on standardized student testing.

Jennifer Lake, Secondary Literacy Coordinator and Vice- Chair of TRIO Creek Charter School Board, St. Croix River Education District
Chris Wernimont, Teaching and Learning, Minneapolis Public Schools

Jim Bartholomew, Minnesota Business Partnership, presented on a letter submitted to the Minnesota Department of Education Future Assessment Design Working Group.

HF125 (Bennett): Education finance; evidence-based grant standard established for any legislative grants awarded to organizations for prekindergarten through grade 12 education programs, and report required.

Representative Youakim moved that HF125 be laid over for possible inclusion in an omnibus bill.

Representative Bennett moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Bennett moved HF125 as amended and stood for questions.

Rick Heller, Unofficial Twice Exceptional and Print Disabled, testified on HF125.

Representative Youakim renewed the motion that HF125 be laid over for possible inclusion in an omnibus bill.

The meeting adjourned at 4:06 PM.
