MINUTES

Representative Cornish, Chair of the Public Safety and Security Policy and Finance Committee, called the meeting to order at 10:16 A.M. on February 15, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Pinto moved the minutes of February 14, 2017, be approved. THE MOTION PREVAILED.

HF346 (Cornish): Peace officers required to receive training in crisis response, conflict management, and cultural diversity; peace officer training reimbursement funding reformed and increased; reimbursement grants for pathway to policing programs provided, Peace Officer Standards and Training Board authorized to collect peace officer race data for limited purpose, and money appropriated.

Representative Cornish moved HF346 be re-referred to the Committee on Ways and Means.

Representative Cornish moved to adopt the A2 amendment. THE MOTION PREVIALED.

The following individuals testified in favor of HF346.

Jeff Potts, Chief of Police for City of Bloomington
Dennis Flaherty, Executive Director of Minnesota Police and Peace Officers Association

Representative Cornish renewed his motion to re-refer HF346, as amended, to the Committee on Ways and Means. THE MOTION PREVAILED.

Civil Legal Services presented a budget overview.
