MINUTES

Representative Gunther, Chair of the Legacy Funding Finance Committee, called the meeting to order at 1:05 p.m. on February 27, 2017, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lillie moved that the minutes of February 20, 2017 be approved. THE MOTION PREVAILED.

Presentation by Department of Administration for funding request by Colleen Wieck, Executive Director, Minnesota Governor’s Council on Developmental Disabilities and Laurie Beyer-Kropuenske, Director of Community Services.

HF511 (Fenton) (Woodbury; Miller Barn restoration and programing funding provided, and money appropriated). Chair Gunther moved that HF511 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.
Testifying before committee were the following in favor of HF511:
Representative Fenton;
Wayne Schilling, President, Woodbury Heritage Society (Miller Barn);
Joyce Flynn, Director, Woodbury Heritage Society Board and Fund Raising Chair;

Chair Gunther renewed his motion that HF511 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF586 (Drazkowski) (State-purchased land annual payment funds using dedicated revenues established, payment in lieu of taxes requirements modified, and money appropriated). Chair Gunther moved that HF586 be re-referred to the State Government Finance Committee.
Chair Gunther moved to adopt the H586A2 amendment (Drazkowski). THE MOTION PREVAILED.

Chair Gunther renewed his motion that HF586, as amended, be re-referred to the State Government Finance Committee. THE MOTION PREVAILED.

HF710 (Uglem) (Outdoor heritage fund money appropriated, and recipient requirements modified). Chair Gunther moved that HF710 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Chair Gunther moved to adopt the H0710A6 amendment (Uglem). THE MOTION PREVAILED.

Chair Gunther moved to adopt the H0710A7 amendment (Uglem). THE MOTION PREVAILED.

Representative Gunther renewed his motion that HF710, as amended, be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF1098 (Urdahl) (Canoemobile program funding provided, and money appropriated.) Representative Urdahl moved that HF1098 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF730 (Murphy M.) (Minnesota State Band funding provided, bonds issued, and money appropriated.). Chair Gunther moved that HF730 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Chair Gunther renewed his motion that HF730 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF788 (Urdahl) (Minnesota Film and TV Board funding provided, and money appropriated). Representative Urdahl moved that HF788 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Testifying before committee were the following in favor of HF788:

Representative Urdahl renewed his motion that HF788, be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF569 (Urdahl) (State Capitol grand opening music funding provided, and money appropriated). Representative Urdahl moved that HF569 be withdrawn.

HF294 (Urdahl) (Public television funding provided, and money appropriated). Representative Urdahl moved that HF294 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF1464 (Urdahl) (Civic education grant funding provided, and money appropriated). Representative Urdahl moved that HF1464 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

HF717 (Green) (Public television funding provided, and money appropriated). Representative Green moved that HF717 be laid over for possible inclusion into the Legacy Funding Finance omnibus bill.

Representative Green moved to adopt the H0717A2 amendment (Green). THE MOTION PREVAILED.
