MINUTES

Representative Jim Newberger, Vice Chair of the Job Growth & Energy Affordability Policy & Finance Committee, started the meeting at 3:00 PM on Wednesday, March 1, 2017, in Room 10 of the State Office Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Newberger called the meeting to order at 3:01 PM. A quorum was present.

Representative O’Neill moved the minutes of February 28, 2017 be approved. THE MOTION PREVAILED.

HF658 (Davids) Economic growth in southeast Minnesota study funding provided, and money appropriated. The bill, as amended, was laid over for possible inclusion in a later bill.

Representative Newberger moved HF658 be laid over for possible inclusion in a later bill.

Representative Newberger moved an oral amendment to Page 1, line 8 of HF658: Insert “and” between “Community” and “Economic”. THE MOTION PREVAILED.

Representative Newberger moved an oral amendment to Page 1, line 9 of HF658: Strike “Association” and insert “Associates”. THE MOTION PREVAILED.

Representative Newberger renewed his motion that HF658, as amended, be laid over for possible inclusion in a later bill.

HF495 (Sundin) Big Lake Area Sanitary District public infrastructure funding provided, bonds issued, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Sundin moved HF495 be laid over for possible inclusion in a later bill.

Christopher Rousseau, Board Member, Big Lake Area Sanitary District; testified on HF495.

HF909 (Loonan) Auto theft prevention funds redirected from the general fund to the insurance fraud prevention account. The bill, as amended, was laid over for possible inclusion in a later bill.

Representative Newberger moved HF909 be laid over for possible inclusion in a later bill.

Representative Newberger moved the A17-0107 amendment. THE MOTION PREVAILED.

Chris Zempel, Non-Partisan Fiscal Analyst, clarified the fiscal note on the bill.

Representative Newberger renewed his motion that HF909, as amended, be laid over for possible inclusion in a later bill.

Representative Garofalo assumed the gavel at 3:15 PM.

HF1620 (Garofalo) Minnesota investment fund's local government loan repayment funds restrictions on use temporarily modified.

Representative Garofalo moved HF1620 be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

The meeting was adjourned at 3:23 PM.
