MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 3:00 PM on Tuesday, February 28, 2017, in Room 10 of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Howe moved the minutes of February 21, 2017 be approved. THE MOTION PREVAILED.

HF705 (Garofalo) Adult workforce development initiatives in greater Minnesota funding provided, and money appropriated.

Representative Garofalo moved HF705 be recommended to pass and re-referred to the Committee on Ways and Means.

Representative Thissen moved the H0705A1 amendment be adopted. THE MOTION PREVAILED.

Representative Garofalo renewed his motion that HF705, as amended, be recommended to pass and re-referred to the committee on Ways and Means. THE MOTION PREVAILED.

HF1638 (West) Helmets to Hard Hats funding provided, and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative West moved HF1638 be laid over for possible inclusion in a later bill.

Kyle Makarios, Director of Government Affairs, North Central States Regional Council of Carpenters; Darrell Roberts, Executive Director, Helmets to Hardhats; Ernest Whitney, Apprentice Carpenter, Helmets to Hardhats; testified on HF1638.

HF984 (Baker) Gasoline tax rate signage required. The bill, as amended, was laid over for possible inclusion in a later bill.

Representative Baker moved HF984 be laid over for possible inclusion in a later bill.

Representative Baker moved the H0984A1 amendment be adopted. THE MOTION PREVAILED.

Jon Kelly, Government Affairs Liaison, Minnesota Department of Commerce; Kevin Thoma, Executive Director, Minnesota Petroleum Marketers Association; testified on HF984.
HF879 (Rosenthal) Statewide education and outreach program implementation required to protect vulnerable adults, seniors, and caregivers from financial exploitation; and money appropriated. The bill was laid over for possible inclusion in a later bill.

Representative Thissen moved HF879 be laid over for possible inclusion in a later bill.

Mike Rothman, Commissioner, Minnesota Department of Commerce; Jay Haapala, Associate State Director of Outreach, American Association of Retired Persons; testified on HF879.

Remi Stone, Executive Vice President, Builders Association of Minnesota; Wayne Kewitsch, Fire Chief, Minnesota State Fire Chiefs Association; Scott McLellan, Minnesota Department of Labor and Industry; Ben Lien, State Representative, Minnesota House of Representatives; testified on HF792.

Representative Newberger renewed his motion that HF792, as amended, be recommended to pass and re-referred to the committee on Government Operations and Elections Policy. THE MOTION PREVAILED.
