MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on January 26, 2017, in the Basement of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Erickson noted a technical correction on the minutes for the January 24, 2017, meeting.

Representative Haley moved the minutes from January 24, 2017, be approved. THE MOTION PREVAILED.

Presentations:

Larry Mckenzie, Pillsbury United Communities, along with Nadia Fricke, High School for the Records Arts, Cassandra Slemack, Minnesota Virtual High School, and Iinday Brown, Colin Powell Leadership Academy, all gave testimony on their respective schools and how school choice has helped shaped their academic experience and futures.

HF387 (Knoblach):K-12 education expense subtraction and credit modified, credit extended to tuition, subtraction and credit amounts increased, income phaseout increased, and credit adjusted for inflation.

Representative Erickson moved to re-refer HF387 to the Committee on Taxes.

Representative Knoblach introduced and testified in support of HF387.

Jim Bartholomew, Minnesota Business Partnership, testified in support of HF387.

Jane Hennen, Speech-Language Pathologist St. Cloud Schools, testified in opposition to HF 387.

Tiffany Dittrich, Language Arts Instructor White Bear Lake High School, testified in opposition to HF 387.

Grace Keliher, Minnesota School Boards Association, testified in opposition to HF387.

Scott Croonquist, Association of Metropolitan School Districts, testified in opposition to HF387.

Valerie Dosland, Minnesota Association of School Administrators, testified in opposition to HF387.

Representative Erickson renewed the motion to re-refer HF387 to the Committee on Taxes.

Representative Mariani requested a roll call on the motion to re-refer HF387 to the Committee on Taxes. The results were as follows:

HF255 (Anderson, S.): K-12 education expense credit modified, credit amount and income phaseout increased, and credit phaseout threshold adjusted for inflation.

Representative Erickson moved to re-refer HF255 to the Committee on taxes.

Representative Anderson introduced and testified in support of HF255.

Representative Erickson renewed the motion to re-refer HF255 to the Committee on Taxes.
