TRANSPORTATION POLICY AND FINANCE COMMITTEE
MINUTES

Representative Tim Kelly, Chair of the Transportation Policy and Finance Committee, called the thirteenth meeting to order at 12:52 p.m. on February 25, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Kelly called the meeting to order at 12:52 p.m. A quorum was present.

Representative Whelan moved to approve the minutes of February 23, 2015. THE MOTION PREVAILED.

HF594 (Anderson, M.): Agency current practice codified, and excise tax revenues on gasoline used as substitute for aviation gasoline dedicated to the state airports fund.

Representative Anderson moved to recommend HF594 be re-referred to the Committee on Taxes.

Representative Anderson moved the H0594DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Anderson testified on HF594.

Representative Anderson renewed his motion to recommend HF594 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF182 (Garofalo): Compressed natural gas tax rate modified.

Chair Kelly moved to recommend that HF182 be re-referred to the Committee on Taxes.

Chair Kelly moved the H0182A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Garofalo testified on HF182.

Doug Carnival, National Waste Recycling Association
Paul Cumings, Tax Policy Manager for the Department of Revenue

Chair Kelly renewed his motion to recommend HF182 be re-referred to the Committee on Taxes. THE MOTION PREVAILED.

HF526 (McNamara): Portable toilet service vehicles provided weight limit exception.

Representative McNamara moved HF526 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

Representative McNamara testified on HF526.

Chair Kelly laid over HF526 for possible inclusion in the Transportation Policy and Finance Omnibus Bill.

Charles Zelle, Commissioner of the Minnesota Department of Transportation, and Tracy Hatch, Deputy Commissioner of the Minnesota Department of Transportation, gave an overview of Governor Dayton’s Transportation Budget for Fiscal Years 2017-2018.

The meeting was adjourned at 2:35 p.m.
