MINUTES

Representative Tim Kelly, Chair of the Transportation Policy and Finance Committee, called the twenty-fifth meeting to order at 12:12 p.m. on April 13, 2015, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Kelly called the meeting to order at 12:12 p.m. A quorum was present.

Representative Sanders moved to approve the minutes of April 9, 2015. THE MOTION PREVAILED.

Chair Kelly moved the H0004A20 amendment. THE AMENDMENT WAS ADOPTED.

Representative Uglem moved the H0004A37 amendment.

Representative Newberger testified on the H0004A37 amendment.

Representative Simonson testified on the H0004A37 amendment.

Representative Uglem renewed his motion to adopt the H0004A37 amendment. THE AMENDMENT WAS ADOPTED.

Representative Runbeck moved the H0004A3 amendment. THE AMENDMENT WAS ADOPTED.

Representative Howe moved the H0004A31 amendment. THE AMENDMENT WAS ADOPTED.

Representative Atkins moved the H0004A8 amendment.

Representative Atkins modified the H0004A8 to include additional shifts.

Representative Atkins requested a roll call vote on the incorporated H0004A8 amendment. The results were as follows:

Scott Peterson, Minnesota Department of Transportation, testified on the H0004A1 amendment.

Representative McNamara renewed his motion to adopt the H0004A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hornstein moved the H0004A6 amendment.

Representative Hornstein moved to orally amend the H0005A6 amendment:
Page 1, line 3, delete "47" and insert "46" and delete "30" and insert "29"
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Scott Peterson, Minnesota Department of Transportation, testified on the H0004A6 amendment.

Representative Hornstein renewed his motion to adopt the H0004A6 amendment, as amended. THE MOTION DID NOT PREVAIL.

Representative Whelan moved the H0004A11 amendment.

Representative Hornstein moved to orally amend the H0004A11 amendment:
Page 1, delete lines 3 to 7;
Page 1, delete line 11 and insert "assess $5,000,000 in the manner provided under Minnesota Statutes, section 219.015, subdivision 2, and deposit the funds in";
Page 1, line 12, delete "fund to".

Scott Peterson, Minnesota Department of Transportation, testified on the oral amendment offered by Representative Hornstein.

Representative Hornstein renewed his motion to orally amend H0004A11. THE MOTION DID NOT PREVAIL. THE ORAL AMENDMENT WAS NOT ADOPTED.

Representative Whelan renewed her motion to adopt the H0004A11 amendment. THE AMENDMENT WAS ADOPTED.

Representative Uglem moved the H0004A12 amendment.

Judd Schetnan, Government Affairs Director for the Metropolitan Council, testified on the H0004A12 amendment.

John Harington testified on the H0004A12 amendment.

Representative Uglem withdrew the H0004A12 amendment.

Representative Erhardt moved the H0004A13 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Hornstein moved the H0004A14 amendment.

Representative Hornstein renewed his motion to adopt the H004A14 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Hornstein moved the H004A16 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Johnson moved the H004A15 amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Drazkowski moved the H0004A19 amendment.

Representative Drazkowski withdrew the H0004A19 amendment.

Representative Petersburg moved the A15-0420 amendment. THE AMENDMENT WAS ADOPTED.

Representative Nash moved the H0004A28 amendment. THE AMENDMENT WAS ADOPTED.

Representative Masin moved the H0004A22 amendment.

Representative Masin withdrew the H0004A22 amendment.

Representative Hornstein moved the H0004A32 amendment.

Chair Kelly moved to orally amend H0004A32:
Page 1, Line 9 delete “$300” and insert “$150”.
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Hornstein renewed his motion to adopt the H0004A32 amendment, as amended. THE AMENDMENT WAS ADOPTED.

Representative Lucero moved the H0004A35 amendment. THE AMENDMENT WAS ADOPTED.

Representative Hausman requested a division. THE AMENDMENT WAS ADOPTED.

Representative Bernardy moved the A15-0416 amendment.

Representative Bernardy withdrew the A14-0416 amendment.

Chair Kelly renewed his motion to recommend HF4, as amended, be re-referred to the Committee on Ways and Means.

Representative Hornstein requested a roll call vote. The results were as follows:
