MINUTES

Representative Davids, Chair of the Tax Committee, began the meeting at 10:15 A.M. on February 17th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davids began the meeting at 10:15. A quorum was NOT present.

A quorum was present at 10:18 and the meeting was called to order.

Representative Carlson moved that the minutes of February 12th, 2015 be adopted. THE MOTION PREVAILED.

Representative Davids moved that HF331 come before the committee.

HF331 Newton: Alternative minimum tax conformed to federal law on treatment of wagering losses.

Representative Newton and Paul Cumings of the Minnesota Department of Revenue, testified on HF331, first engrossment.

Representative Davids moved that HF331 was laid over for possible inclusion in the omnibus tax bill.

Representative Loon moved that HF281 come before the committee.

HF281 Loon: Research credit certification required to claim, and research credit extended to sole proprietors.

Representative Loon moved the H0281A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Loon, Genevieve Plumadore of LifeScience Alley, Paul Cumings of the Minnesota Department of Revenue, and Doug Carnival of the Minnesota High Tech Association, testified on HF281, first engrossment.

Representative Loon moved that HF281, as amended, was laid over for possible inclusion in the omnibus tax bill.

Representative Swedzinski moved that HF531 come before the committee.

HF531 Swedzinski: Construction materials exemption provisions for contractors modified, and refund provision added.

Representative Swedzinski moved the H0531A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Swedzinski, Patrick Hynes of the League of Minnesota Cities, Keith Carlson of the Minnesota Inter-County Association, Brad Roos of Marshall Municipal Utilities, and Glenn Olson of Marshall Public Works, testified on HF531, first engrossment.

Representative Swedzinski moved that HF531, as amended, was laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF874 come before the committee.

HF874 Rarick: Mora; wastewater treatment facility provided a sales tax exemption, and money appropriated.

Representative Davids moved the H0874A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Rarick and Joel Dhein of the City of Mora, testified on HF874, first engrossment.

Representative Davids moved that HF874, as amended, was laid over for possible inclusion in the omnibus tax bill.
