MINUTES

Representative Davids, Chair of the Tax Committee, began the meeting at 11:00 A.M. on April 14th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Davids began the meeting at 11:00 A.M. and the meeting was called to order.

Representative Simonson moved to approve the minutes from April 9th, 2015. THE MOTION PREVAILED.

Representative Knoblach moved that HF296 come before the committee.

HF296 Knoblach: Pull tabs sold at bingo halls provided a separate rate of tax, pull tabs sold at bingo halls exempted from the combined net receipts tax, and electronic linked bingo subjected to the gross receipts tax.

Representative Knoblach moved that the H0296A6 amendment be adopted. THE MOTION PREVAILED.

Representative Knoblach and Bonnie Merkling of the United Arts of Central Minnesota, testified on HF296, first engrossment.

Representative Knoblach moved that HF296, as amended, be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF688 come before the committee.

HF688 Albright: New markets tax credit program established, report required, and money appropriated.

Representative Albright, Rick Beeson of Sunrise Bank, and Julie Nelmark of Midwest Minnesota Community Development Corporation, testified on HF688, first engrossment.

Representative Davids moved that HF688 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF1463 come before the committee.

HF1463 Newberger: First responders allowed meal expense subtraction.

Representative Newberger testified on HF1463, first engrossment.

Representative Davids moved that HF1463 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF378 come before the committee.

HF378 Gruenhagen: Tax subtraction for medical care and health insurance expenditures allowed.

Representative Gruenhagen and John Tyler of Boys & Tyler Financial Group, testified on HF378, first engrossment.

Representative Davids moved that HF378 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF2153 come before the committee.

HF2153 Davids: Section 179 expensing subtractions that exceed taxable income ten-year carryover provided.

Representative Davids, Beth Kadoun of the Minnesota Chamber of Commerce, Dale Busacker of Grant Thorton LLP, and Walter Pickard of Faegre Baker Daniels LLP, and Paul Cumings of the Minnesota Department of Revenue, testified on HF2179, first engrossment.

Representative Davids moved that HF2179 be laid over for possible inclusion in the omnibus tax bill.

Representative McDonald moved that HF1393 come back before the committee.

HF1393 McDonald: Resident definition modified.

Representative McDonald testified on HF1393, first engrossment.

Representative McDonald moved that HF1393 be laid over for possible inclusion in the omnibus tax bill.

Representative Davids moved that HF837 come back before the committee.

HF837 Davids: Domicile definition modified.

Representative Davids, Paul Cumings of the Minnesota Department of Revenue, and Terri Steenblock of the Minnesota Department of Revenue, testified on HF837, first engrossment.

Representative Davids moved that HF837 be laid over for possible inclusion in the omnibus tax bill.
