MINUTES

Representative Anderson, Chair of the State Government Finance Committee, called the meeting to order at 8:20 A.M. on April 15, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Anderson called the meeting to order at 8:20 A.M. A quorum was present.

Representative Petersburg moved that the minutes from the committee meeting on April 14, 2015 be approved. THE MOTION PREVAILED.

Chair Anderson moved that HF495 come before the committee.

Chair Anderson moved the H0495A8 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Anderson recessed the committee at 9:15 A.M.

Chair Anderson reconvened the committee at 9:25 A.M.

Chair Anderson moved that the H0495DE6 Amendment come before the committee. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Nelson moved the A15-0473 amendment before the committee.

Hector Garcia, Executive Director, Chicano Latino Affairs Council, testified on the A15-0473 amendment.

Representative Nelson renewed the motion to adopt the A15-0473 amendment. THE AMENDMENT WAS NOT ADOPTED.

Chair Anderson moved the H0495A14 amendment before the committee. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Anderson moved the H0495A13 amendment before the committee. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Laine moved the H0495A4 amendment before the committee.

Representative Laine moved to orally amend the H0495A4 amendment by: Page 2, Line 2.28, insert: “The amounts paid into the account are appropriated to the Commissioner of Minnesota Management and Budget for purposes of this section.”

Representative Laine withdrew the oral amendment.

Myron Frans, Commissioner, Minnesota Department of Human Rights testified on the H0495A4 amendment.

Representative Loonan moved the A15-0464 amendment before the committee. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Pugh moved the H0495A5 amendment before the committee.

James Nobles, Legislative Auditor, Office of the Legislative Auditor, testified on the H0495A5 amendment.

Representative Pugh renewed the motion to adopt the H0495A5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Howe moved the H0495A3 amendment before the committee. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kahn moved the H0495A9 amendment before the committee.

Curt Yoakum, Assistant Commissioner, Minnesota Department of Administration, testified on the H0495A9 amendment.

Representative Pugh requested a roll call.

Representative Pugh rescinded the request for a roll call.

Representative Kahn renewed the motion that the H0495A9 amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Laine renewed the motion that the H0495A4 amendment come before the committee.

Minnesotans testifies on the H0495A4 amendment.

Representative Laine moved to orally amend the H0495A4 amendment by: Page 2, Line 2.28, insert: “The amounts paid into the account are appropriated to the Commissioner of Administration for purposes of this section.” THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS INCORPORATED.

Representative Laine renewed the motion that the H0495A4 amendment be adopted, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Anderson moved the H0495A10 amendment before the committee. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Anderson renewed the motion that the DE6 amendment be adopted, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Anderson moved that HF495 be re-referred to the Committee on Ways & Means, as amended. THE MOTION PREVAILED.

The meeting was adjourned at 10:54 P.M.
