MINUTES

Representative Hackbarth, Chair of the Mining and Outdoor Recreation Policy Committee, called the thirteenth meeting to order at 2:51 P.M. on Tuesday, March 3 2015, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hackbarth called the meeting to order at 2:51 P.M. A quorum was present.

Representative Dill moved to approve the minutes of February 25, 2015. THE MOTION PREVAILED.

H.F.1031 Anderson, Authorizing catch and release angling without license; amending Minnesota Statutes 2014, section 97A.445, by adding a subdivision.

Representative Anderson rescinded the hearing request for H.F.1031.

H.F.0238 Dill, Allowing residents age 84 or over to take deer of either sex; amending Minnesota Statutes 2014, section 97B.301, by adding a subdivision.

Representative Dill moved that bill H.F.238 be laid over for possible inclusion in the omnibus game and fish bill.

Representative Dill presented an overview of H.F.238 and took questions from committee members.

Paul Telander, Wildlife Section Chief for Minnesota Department of Natural Resources, testified on H.F.238.

Representative Dill renewed the motion that H.F.238 be laid over for possible inclusion in the omnibus game and fish bill.

H.F.0656 Newton, Modifying big game registration requirements; requiring rulemaking; amending Minnesota Statutes 2014, section 97A.535, subdivision 2.

Representative Hackbarth moved that bill H.F.656 be laid over for possible inclusion in the omnibus game and fish bill.

The following people testified on H.F.656 and took questions from committee members:

David Olson, Resident of Coon Rapids (Anoka County).
Paul Telander, Wildlife Section Chief for Minnesota Department of Natural Resources.
Craig Engwall, Executive Director of Minnesota Deer Hunters Association.

Representative Hackbarth renewed the motion that H.F.656 be laid over for possible inclusion in the omnibus game and fish bill.

H.F.0280 Newton, Limiting those allowed to kill a dog pursuing big game; amending Minnesota Statutes 2014, section 97B.011.

Representative Hackbarth moved that bill H.F.280 be laid over for possible inclusion in the omnibus game and fish bill.

Gerald Hanson, Resident of Coon Rapids (Anoka County), testified on H.F.280 and took questions from committee members.

Craig Engwall, Executive Director of Minnesota Deer Hunters Association, also testified on H.F.280.

Representative Hackbarth renewed the motion that H.F.280 be laid over for possible inclusion in the omnibus game and fish bill.

The meeting was adjourned at 3:39 P.M.
