MINUTES

Representative Lueck, Vice Chair of the Mining and Outdoor Recreation Policy Committee, called the twelfth meeting to order at 2:51 P.M. on Wednesday, February 25 2015, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Lueck called the meeting to order at 2:51 P.M. A quorum was present.

Representative Lucero moved to approve the minutes of February 24, 2015. THE MOTION PREVAILED.

Representative Hackbarth assumed the gavel at 2:52 P.M.

H.F.0608 Hackbarth, Appropriating money for trap shooting sports facility grants.

Representative Hackbarth moved that bill H.F.608 be re-referred to the Committee on Environment and Natural Resources Policy and Finance.

Gary Botzek, Executive Director of Minnesota Conservation Federation, and John Nelson, Vice President of Minnesota State High School Clay Target League, testified on H.F.608.

The following people also testified on H.F.608:
Larry Rogers, President of Minnesota Weapons Collectors Association.
Drake Jackson, Board Member of Minnesota Outdoor Heritage Alliance.

Representative Hackbarth renewed the motion to re-refer H.F.608 to the Committee on Environment and Natural Resources Policy and Finance. THE MOTION PREVAILED.

H.F.0302 Fabian, Allowing scopes on muzzleloaders; amending Minnesota Statutes 2014, section 97B.031, subdivision 5. & H.F.0691 Fabian, Allowing persons age 60 or over to use muzzleloader with scope during muzzleloader season; amending Minnesota Statutes 2014, section 97B.031, subdivision 5, by adding a subdivision.

Representative Hackbarth moved that bill H.F.302 and H.F.691 be laid over for possible inclusion in an omnibus bill.

Representative Fabian presented an overview of H.F.302 and H.F.691 and took questions from committee members.

The following people testified on H.F.302 and H.F.691 and took questions from committee members:

Becca Kent, Minnesota Deer Hunters Alliance Chapter Coordinator and muzzleloader hunter.
Rick Stange, muzzleloader hunter.
Larry Rogers, President of Minnesota Weapons Collectors Association.
Bob Meier, Assistant Commissioner of the Minnesota Department of Natural Resources.

Representative Hackbarth renewed the motion that H.F.302 and H.F.691 be laid over for possible inclusion in an omnibus bill.

H.F.0767 Lucero, Exempting veterans from firearms safety certificate requirement; amending Minnesota Statutes 2014, section 97B.020; repealing Minnesota Statutes 2014, section 97B.015, subdivision 5a.

Representative Lucero moved that bill H.F.767 be laid over for possible inclusion in an omnibus bill.

Representative Lucero and Representative Dettmer presented an overview of H.F.767.

Representative Lucero renewed the motion that bill H.F.767 be laid over for possible inclusion in an omnibus bill.

The meeting was adjourned at 3:54 P.M.
