MINUTES

Representative Hackbarth, Chair of the Mining and Outdoor Recreation Policy Committee, called the sixteenth meeting to order at 2:52 P.M. on March 17, 2015, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Hackbarth called the meeting to order at 2:52 P.M. A quorum was present.

Representative Johnson moved to approve the minutes of March 11, 2015. THE MOTION PREVAILED.

H.F.1448 Anderson, M., Sale of donated land required.

Representative Anderson, M. moved to re-refer bill H.F.1448 to the Committee on Environment and Natural Resources Policy & Finance.

Representative Anderson, M. gave an overview of H.F.1448.

Kathy Lewis, Assistant Director of the Division of Lands and Minerals for the Minnesota Department of Natural Resources, testified on H.F.1448 and took questions from committee members.

H.F.1325 Green, Tax-forfeited land sale requirements modified.

Representative Hackbarth moved that H.F.1325 be laid over for possible inclusion.

Representative Green presented an overview of H.F.1325.

Representative Hackbarth renewed the motion that H.F.1325 be laid over for possible inclusion.

H.F.1173 Green, Wetland replacement requirements exemption provided for impacts related to mining.

Representative Hackbarth moved that bill H.F.1173 be laid over for possible consideration.

Representative Green presented an overview of H.F.1173 and took questions from committee members.

H.F.243 Newton, Driver's licenses and Minnesota identification cards Purple Heart designation established, and state park permits provided.
Representative Hackbarth moved that bill H.F.243 be re-referred to the Committee on Transportation Policy and Finance.
Represenative Newton gave an overview of H.F.243.
Rep. Lueck moved the H302A amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chuck Jones, representative of the Department of Minnesota Military Order of the Purple Heart, testified on H.F.243.

H.F.1162 Dill, University land exempted from prohibition on selling lands bordering public waters.
Representative Dill moved that bill H.F.1162 be re-referred to the Committee on Environment and Natural Resources Policy & Finance.
Representative Dill and Susan Carlson, Director of Real Estate for the University of Minnesota, testified on H.F.1162 and took questions from committee members.

H.F.1698 Anzelc, Class 1c property requirements modified, and treatment of leased seasonal-recreational land modified.

Representative Hackbarth moved amendment H1168DE3. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bob Meier, Assistant Commissioner of the Minnesota Department of Natural Resources, testified on H1168DE3.

Representative Hackbarth moved to adopt Section 18 of H1406-1 into H1168DE3. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Dill moved to adopt H.F.238 into H1168DE3. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Dill moved to adopt H.F.961 into H1168DE3. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Bob Meier, Assistant Commissioner of the Minnesota Department of Natural Resources, testified on aquatic invasive species reform to the call of the Chair.

Representative Hackbarth renewed the motion that H.F.1168, as amended, be re-referred to the Committee on Government Operations and Elections Policy. THE MOTION PREVAILED.
