MINUTES

Representative Pat Garofalo, Chair of the Job Growth & Energy Affordability Policy & Finance Committee, called the meeting to order at 12:46 P.M. on Thursday, April 07, 2016, in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Fabian moved the minutes of April 06, 2016 be approved. THE MOTION PREVAILED.

HF813 (Loonan) Energy facility definitions clarified.

Representative Loonan moved the DE1 Amendment, as amended.

Representative Loonan moved an oral amendment to Line 1.15: delete "shall determine" and insert "must make a finding" to HF813. THE MOTION PREVAILED.
Representative Loonan moved an oral amendment to Line 1.18: delete "steam" and insert "thermal energy" to HF813. THE MOTION PREVAILED.

Representative Loonan moved the DE1 Amendment, as amended, be adopted. THE MOTION PREVAILED.

Representative Loonan moved HF813, as amended, be recommended to pass and referred to the General Register

Cam Winton, Director of Energy and Labor Management Relations, MN Chamber of Commerce; Bill Black, MN Municipal Utilities Association; Harry Melander, President, MN Building & Construction Trades Council; Bill Grant, Department of Commerce; testified on HF813

Representative Loonan renewed his motion that HF813, as amended, be recommended to pass and referred to the General Register. THE MOTION PREVAILED.

HF2478 (Albright) Workers’ compensation Advisory Council recommendations adopted.

Representative Mahoney moved HF2478 be recommended to pass and referred to the General Register

Chris Leifeld, Assistant Commissioner, Department of Labor and Industry; testified on HF2478

Representative Mahoney renewed his motion that HF2478 be recommended to pass and referred to the General Register. THE MOTION PREVAILED.

HF3512 (O’Neill) Unemployment Insurance Advisory Council recommendations adopted.

Representative O’Neill moved HF3512 be recommended to pass and referred to the General Register

Craig Gustafson, General Council, Department of Employment and Economic Development; testified on HF3512

Representative O’Neill renewed her motion that HF2512 be recommended to pass and referred to the General Register. THE MOTION PREVAILED.

HF2869 (Metsa) Eligible reimbursements costs clarified. The bill was laid over for possible inclusion in an omnibus bill.

Representative Metsa moved HF2869 be laid over for possible inclusion in an omnibus bill
