HEALTH AND HUMAN SERVICES FINANCE COMMITTEE
MINUTES

Representative Dean, Chair of the Health and Human Services Finance Committee, called the meeting to order at 12:54pm on February 18th, 2015, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Dean began the meeting at 12:54pm, a quorum was present.

A quorum was present at 12:54pm. The meeting was called to order at 12:54pm.

Representative ZERWAS moved approval of the February 12th and 17th, 2015 minutes. The motion PREVAILED. The minutes were APPROVED.

Representative Dean moved that HF 29 be recommended to be re-referred to the Committee on Taxes.

Nina Manzi, House Research presented an overview of HF 29.

Representative Davids; Nan Madden, Director of Minnesota Budget Project; and Jessica Webster, Legal Aid and Member of TANF Expenditures Task Force, all presented and testified on HF 29.

Representative Dean renewed his motion that HF 29 be recommended to be re-referred to the Committee on Taxes. The motion PREVAILED.

Representative Dean moved that HF 30 be recommended to be re-referred to the Committee on Taxes.

Nina Manzi, House Research presented an overview of HF 30.

Representative Davids; Nan Madden, Director of Minnesota Budget Project; Jessica Webster, Legal Aid and Member of TANF Expenditures Task Force, all presented and testified on HF 30.

Representative Dean renewed his motion that HF 30 be recommended to be re-referred to the Committee on Taxes. The motion PREVAILED.

Representative Kresha; Judith Brumfield, Director of Scott County Human Services, Minnesota Association of County Social Service Administrators (MACSSA); and Toni Carter, Commissioner, Ramsey County, Association of Minnesota Counties (AMC), all presented and testified on HF 191.
Doug Berg, House Fiscal Analyst and Jim Koppel, Assistant Commissioner, Department of Human Services answered members’ questions regarding HF 191.

Representative Dean moved that HF 191 be laid over for possible inclusion in the Health and Human Services Omnibus bill. The motion PREVAILED.

The meeting was adjourned at 2:06pm.
