MINUTES

Representative Bob Gunther, Chair of the Greater Minnesota Economic & Workforce Development Policy Committee, called the meeting to order at 12:¬¬46 p.m. on March 5th, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Members excused: O’NEILL, Marion.

Representative Mahoney moved that the minutes of Tuesday, March 3, 2015 be approved. THE MOTION PREVAILED.

Chair Gunther moved that HF614 (Baker) be recommended to pass and be re-referred to the Committee on Health and Human Services Reform.

Chair Gunther moved the H0614A5-2 amendment. THE MOTION PREVAILED.

Chair Gunther moved the H0614A7 amendment.

Representative Baker moved the oral amendment to H0614A7 as follows:

Page 2, Line 2.11- insert after “and” - “reasonable costs as defined by the Commissioner for”.

THE MOTION PREVAILED, THE AMENDMENT AS AMENDED, WAS ADOPTED.

Representative Baker presented HF614 (Long-term care workforce needs provided, and money appropriated).

Chair Gunther renewed the motion that HF614 pass, as amended, and be re-referred to the committee on Health and Human Services Reform. THE MOTION PREVAILED.

Testifying before committee in favor of HF422:

Ryan Baumtrog, Assistant Commissioner for Policy & Community Development, MHFA.

Chair Gunther moved that HF422 (Fabian) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Chair Gunther moved the H0422A3 amendment. THE MOTION PREVAILED.

Representative Dill moved the H0422A2 amendment.

Representative Dill moved the oral amendment to H0422A2 as follows:

Page 1, Line 1.12- strike “agency” and insert “authority”.

THE MOTION PREVAILED, THE AMENDMENT AS AMENDED, WAS ADOPTED.

Representative Fabian presented HF422 (Workforce housing grant program provided, and money appropriated).

Testifying before committee were the following in favor of HF422:

JR Burke, State & Provincial Government Relations Manager, Polaris Industries;
Patrick Hynes, Intergovernmental Relations, League of Minnesota Cities.

Chair Gunther renewed the motion that HF422 pass, as amended, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Chair Gunther moved that HF684 (Fabian) be recommended to pass and be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Representative Fabian presented HF684 (Workforce housing use provided).

Patrick Hynes, Intergovernmental Relations, League of Minnesota Cities.

Chair Gunther renewed the motion that HF684 pass, and be re-referred to the committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

Chair Gunther moved that HF749 (Hamilton) be recommended to pass and be re-referred to the Committee on Government Operations and Elections Policy.

Chair Gunther moved the H0749DE8 amendment.

Representative Hamilton moved the oral amendment to H0749DE8 as follows:

Page 1, Line 1.6- delete language after “city” and on line 1.7 delete “39,000”.

THE MOTION PREVAILED, THE AMENDMENT AS AMENDED, WAS ADOPTED.

Non-partisan House Researcher Mary Mullen moved to clarify amendment H0749DE8 as follows:

Page 3, Line 3.23 – after the “;” delete “including the cost of” and Line 3.24 delete “personnel required to administer programs.”

THE MOTION PREVAILED, THE AMENDMENT AS AMENDED, WAS ADOPTED.

Representative Hamilton presented HF749 (Office of Workforce Housing created, workforce housing grant program and tax credits for workforce housing created, workforce housing grant funding provided, reports required, and money appropriated).

Chair Gunther renewed the motion that HF749 pass, as amended and be re-referred to the committee on Government Operations and Elections Policy. THE MOTION PREVAILED.
