GOVERNMENT OPERATIONS & ELECTION POLICY
MINUTES

Representative Sanders, Chair of the Government Operations and Election Policy, called the meeting to order at 10:17 AM on February 26, 2015 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative O’Driscoll moved to approve the minutes from February 24, 2015.

THE MOTION PREVAILED

HF 501 (Fenton) Military and overseas voting provisions modified.

The following testified on HF 501:
Kelly Fenton – State Representative
Steve Simon – Secretary of State

Chair Sanders moved that HF 501 be re-referred to the committee on State Government Finance.

THE MOTION PREVAILED

HF 763 (Nash) Statutory cities authorized to set candidate filing fees by ordinance.

The following testified on HF 763:
Jim Nash – State Representative
Ann Lindstrom – League of Minnesota Cities
Daniel Bucholtz – Spring Lake Park City Adminitrator

Chair Sanders moved HF 763 be laid over for possible inclusion in an omnibus elections bill.

Representative O’Driscoll assumed the gavel at 10:33 AM.

HF 840 (Sanders) Election administration related provisions modified, including provisions related to school districts, voters, ballots, candidates, and other election related provisions; and technical changes made.

The following testified on HF 840:

Julie Strother – Secretary of State Government Relations Director
Debby Erickson – Crow Wing County Officer

Chair Sanders moved to amend HF 840 (See attached amendment H0840A4)

THE AMENDMENT WAS ADOPTED

Representative Laine moved to amend HF 840 (See attached amendment H0840A3)

THE AMENDMENT WAS NOT ADOPTED

Representative O’Driscoll moved HF 840 be laid over for further consideration.

Chair Sanders reassumed the gavel at 11:06 AM.

HF 391 (Urdahl) Individuals at least 16 years of age permitted to register to vote.

The following testified on HF 391:
Dean Urdahl – State Representative
Julie Strother - Secretary of State Government Relations Director
Debby Erickson – Crow Wing County Officer
Jeremy Schroeder – Common Cause Minnesota
Dan McGraff – Majority Minnesota Board Member

Chair Sanders moved to amend HF 391 (see attached amendment H0391A2)

THE AMENDMENT WAS ADOPTED

Chair Sanders moved HF 391 to be laid over for possible inclusion in an omnibus elections bill.

The meeting was adjourned at 11:57 AM.
