MINUTES


Representative McNamara, Chair of the Environment & Natural Resources Committee, called the meeting to order at 8:17 a.m. on March 11, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Cornish moved to approve the minutes of March 10, 2015.
THE MOTION PREVAILED.

Representative McNamara moved HF1326 (McNamara) Public entity purchasing requirements, recycling and solid waste provisions, subsurface sewage treatment systems provisions, compensable losses due to harmful substances, and eligibility for certain grants modified; and rulemaking required.

Testifying before the committee on HF1326 was:
Kirk Koudelka, Assistant Commissioner, MPCA;
Dave Benke, Resource Management and Assistance Division Director, MPCA;
Kathy Sather, Director, Remediation Division, MPCA.

Representative McNamara renewed his motion that HF1326 be recommended to pass and be referred to the Government Operations committee. THE MOTION PREVAILED.

Representative Green moved HF824 (Green) Public water work permit requirement exception provided for road projects, for possible inclusion to an omnibus bill.

Testifying before the committee on HF824 were:
Julie Ekman, Manager, DNR;
Kent Sulem, Minnesota Townships Association, Director of Government Relations;
John Lenczewski, Minnesota Trout Unlimited.

Representative Newberger moved HF668 (Newberger) State disposal facility permit issuance required to obtain local approval, for possible inclusion to an omnibus bill.



Testifying before the committee on HF668 was:
Senator John Pederson;
Greta Gauthier, Director, MPCA;
Bruce Messelt, County Administrator, Chisago County;
Amy Caucutt, Solid Waste, Olmsted County;
Trudy Richter, Solid Waste Coordinating Board.

Representative McNamara moved HF1494 (Howe) Groundwater appropriation permit requirements modified, for possible inclusion to an omnibus bill.

Testifying before the committee on HF1494 was:
Doug DeGeest, Cold Spring Brewery;
Brent Neisinger, Cold Spring Brewery;
Jason Moeckel, Section Manager, DNR.

The meeting was adjourned at 10:02 p.m.
