MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, called the meeting to order at 8:15 AM on February 12, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 8:15 AM and the meeting was called to order.


Representative Roz Peterson moved to approve the minutes of February 10, 2015. THE MOTION PREVAILED.


Chair Erickson introduced Representative Peggy Bennett who moved House File 500.

Chair Erickson moved the author’s amendment, H0500A1, to House File 500. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Bennett testified to House File 500 as amended.

Erin Doan from the Board of Teaching testified in favor of House File 500 as amended.

Chair Erickson moved House File 500 as amended for re-referral to the Committee on Education Finance. THE MOTION PREVAILED.


Because Nathan Strenge, a former math instructor at Lakeville South High School, had to leave before House File 2 was heard, he testified early in favor of the bill and against the “last in, first out” principle when placing teachers on unrequested leave.


Representative Yvonne Selcer moved House File 217.

Representative Selcer moved amendment H0217A1. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Selcer testified to House File 217.

John Schultz, the Superintendent of Hopkins Schools and Diane Schimelpfenig, the Director of Teaching and Learning from Hopkins Schools, testified in favor of House File 217.

Chair Erickson laid over House File 217 as amended for later inclusion in a possible omnibus bill.


Representative Abigail Whelan moved House File 638.

Representative Whelan testified to House File 638

Adosh Unni from the Minnesota Department of Education testified in favor of House File 638.

Chair Erickson laid over House File 638 for later inclusion in a possible omnibus bill.


Chair Erickson took House File 2 as amended from the table.

Tiffini Flynn Forslund, a teacher, advocate, and parent, testified in favor of House File 2 because it creates a larger pool of teachers for districts to hire from and it eliminates the “last in, first out” principle when placing teachers on unrequested leave.

Sarah Rodosevich from the Minnesota Chamber of Commerce testified in favor of House File 2 because it allows for a larger pool of teacher candidates to be hired by school districts.

Jim Bartholomew from the Minnesota Business Partnership testified in favor of House File 2 because it helps ensure high quality teachers are hired by school districts.

Denise Dittrich from the Minnesota School Boards Association testified in favor of House File 2 because it focuses on retaining the best teachers when they are put on unrequested leave.

Louise Sundin from the Minneapolis Federation of Teachers testified in favor of not having the teacher evaluation procedure and the unrequested leave process “mushed” together.

Representative Jenifer Loon continued to testify to House File 2 as amended.


Chair Erickson called for a recess at 10:01 AM.


Chair Erickson reconvened the meeting in Room 200 of the State Office Building at 6:29 PM.


Representative Barb Yarusso moved amendment H0002A1 to House File 2.

Representative Barb Yarusso requested a roll call vote. The results were as follows:

Chair Erickson moved House File 2 as amended for re-referral to the Committee on Education Finance. THE MOTION PREVAILED.


The meeting was adjourned at 9:15 PM.
