MINUTES

Representative Sondra Erickson, Chair of the Education Innovation Policy Committee, began the meeting at 8:15 AM on March 10, 2015, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

The meeting began at 8:15 AM.

A quorum was present at 8:16 AM and the meeting was called to order.


Representative Ron Kresha moved to approve the minutes of March 5, 2015. THE MOTION PREVAILED.


Chair Sondra Erickson moved House File 1075 to be placed on the General Register.

Chair Erickson testified to House File 1075 (A bill for an act relating to education; removing language excluding retired principals who serve as a substitute principal from continuing education requirements; amending Minnesota Statutes 2014, section 122A.14, subdivision 3).

Chair Erickson renewed the motion and moved House File 1075 to be placed on the General Register.


Representative Peggy Bennett moved House File 1392 for re-referral to the Committee on Higher Education.

Representative Bennett testified to House File 1392 (A bill for an act relating to education; modifying certain student assessment provisions; reducing the number of required state tests; amending Minnesota Statutes 2014, sections 120B.02, subdivision 2; 120B.11, subdivision 1a; 120B.30, subdivisions 1, 1a; Laws 2013, chapter 116, article 2, section 20, subdivision 3; repealing Minnesota Statutes 2014, section 120B.128).

Mark Grossklaus, Principal of Albert Lea High School, testified in favor of House File 1392.

Mary Williams, Director of Teaching and Learning at Albert Lea Area Schools, testified in favor of House File 1392.

Jim Bartholowmew with the Minnesota Business Partnership testified in favor of House File 1392.

Kevin McHenry, Assistant Commissioner of the Minnesota Department of Education, testified to House File 1392.

Chair Erickson renewed the Bennett motion and re-referred House File 1392 to the Committee on Higher Education.


Chair Erickson moved House File 475 for re-referral to the Committee on Education Finance.

Representative Duane Quam testified to House File 475 (A bill for an act relating to education; allowing sponsored agriculture education community experts; amending Minnesota Statutes 2014, section 122A.25, by adding a subdivision).

Chair Erickson laid over House File 475.


Representative Ron Kresha moved House File 1220 for re-referral to the Committee on Education Finance.

Representative Kresha testified to House File 1220 (A bill for an act relating to education; clarifying early learning scholarship parameters; appropriating money; amending Minnesota Statutes 2014, section 124D.165).

Wendy Webster, Director of Community Services of St. Anthony-New Brighton Public Schools, testified with concerns about House File 1220.

Sandra Simar with Minnesota Head Start Association testified with concerns about House File 1220.

Chair Erickson laid over House File 1220.


Chair Erickson moved House File 645 to be re-referred to the committee on Education Finance.

Representative Debra Kiel testified to House File 645 (A bill for an act relating to education; clarifying the requirements for issuing Minnesota teaching licenses to out-of-state applicants; amending Minnesota Statutes 2014, sections 122A.23, subdivision 1; 122A.40, subdivisions 5, 7; 122A.41, subdivisions 2, 4; repealing Minnesota Statutes 2014, section 122A.23, subdivision 2).

Gary Amaroso with Minnesota Association of School Administrators testified in favor of House File 645.

Denise Dettrich with Minnesota School Boards Association testified in favor of House File 645.

Josh Downham with Minneapolis Public Schools testified in favor of House File 645.


Chair Erickson recessed the meeting at 9:56 AM.

Denise Dettrich with Minnesota School Boards Association continued to testify in favor of House File 645.

David Aron, Attorney with Education Minnesota, testified with concerns about House File 645.

Cyndy Crist with Minnesota Association of Colleges for Teacher Education testified with concerns about House File 645.

Erin Doan, Executive Director of Minnesota Board of Teaching, testified with the concerns about House File 645.

Rick Heller, unofficially representing the twice exceptional and print disabled, testified with concerns about House File 645.

Chair Erickson renewed her motion and re-referred House File 645 to the Committee on Education Finance.


Representative Kresha moved again House File 1220 for re-referral to the Committee on Education Finance.

Representative Kresha continued to testify to House File 1220 (A bill for an act relating to education; clarifying early learning scholarship parameters; appropriating money; amending Minnesota Statutes 2014, section 124D.165).

Sam Walseth with Minnesota Rural Education Association testified with concerns about House File 1220.

Scott Croonquist with Association of Metropolitan School Districts testified with concerns about House File 1220.

Mary Gilbert with St. Paul Public Schools testified with concerns about House File 1220.

Grace Kelliher with Minnesota School Boards Association testified with concerns about House File 1220.

Frank Forsberg with MinneMinds testified in favor of House File 1220.

Ericca Maas with Parent Aware for School Readiness testified in favor of House File 1220.

Jim Bartholomew with Minnesota Business Partnership testified in favor of House File 1220.

Sarah Radosevich with Minnesota Chamber of Commerce testified in favor of House File 1220.

Chair Erickson renewed the Kresha motion and re-referred House File 1220 to the Committee on Education Finance.


Chair Sondra Erickson moved House File 1384 to be placed on the General Register.

Chair Erickson testified to House File 1384 (A bill for an act relating to education; recodifying charter school statutes; making technical corrections; removing obsolete and duplicative provisions; amending Minnesota Statutes 2014, sections 124D.10, subdivisions 1, 3, 4, 8; 124D.11, subdivision 9).

Chair Erickson renewed the motion and moved House File 1384 to be placed on the General Register.


Chair Sondra Erickson moved House File 1485 for possible inclusion in an omnibus bill.

Chair Erickson testified to House File 1485 (A bill for an act relating to education; allowing charter schools to give an enrollment preference to children who are eligible for a free or reduced-price lunch; amending Minnesota Statutes 2014, section 124D.10, subdivision 9).

Karen Klinzing with Friends of Education testified to House File 1485 and the H1485A2-1 Amendment.

Eugene Piccolo with Minnesota Association of Charter Schools testified to House File 1485 and the H1485A2-1 Amendment.

Chair Erickson laid over House File 1485.
