MINUTES

Representative Joe Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:50 PM on March 11, 2015 in the Basement Hearing Room of the State Office Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Slocum moved to approve the March 10, 2015 minutes. THE MOTION PREVAILED.

HF1127 (Loon) Savings promotion raffles provided.

Representative Loon moved HF1127 be placed on the General Register.

Representative Loon testified on HF1127.
Representative Loon moved the A15-0515 amendment. THE MOTION PREVAILED.

Lyndsay Miller, Associate General Counsel, Minnesota Credit Union Network, testified in favor of the bill.

Representative Loon renewed her motion that HF1127, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF1290 (Loonan) Insurance fraud prevention account funding provided, and annual money transfer from the automobile theft prevention program to the general fund ended.

Representative Loonan moved HF1290 be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance.

Bob Johnson, of the Insurance Federation of Minnesota, testified in favor of the bill.

Representative Loonan renewed his motion that HF1290 be re-referred to the Committee on Job Growth and Energy Affordability Policy and Finance. THE MOTION PREVAILED.

HF294 (Loonan) Health plan contracts and stop loss coverage regulated.

Representative Loonan moved HF294 be placed on the General Register.

Representative Loonan testified on HF294 and moved the H0294A1 amendment. THE MOTION PREVAILED.

Vaughn Francis, Independent Health Consultant, on behalf of the Minnesota Association of Health Underwriters, testified in favor of the bill.

Bentley Graves, Director of Health Care and Transportation Policy, Minnesota Chamber of Commerce testified in favor of the bill.

Mike Hickey, representing the National Federation of Independent Business, testified in favor of the bill.

Tim Vande Hey, Assistant Commissioner Financial Institutions, Minnesota Department of Commerce, testified in opposition to the bill.

Representative Loonan renewed his motion that HF294, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF5 (Mack) Commerce commissioner required to seek federal approval to allow the purchase of qualified health plans and the receipt of premium tax credits and cost sharing reductions outside of MNsure, managerial employee compensation provided, and exemptions removed.

Chair Hoppe moved HF5 to be re-referred to the Committee on Government Operations and Election Policy.

Representative Mack testified on HF5.

Chair Hoppe moved the H0005A14 amendment. THE MOTION PREVAILED.

Representative Mack testified on the A-14 amendment.

Chair Hoppe moved the H0005A12 amendment. THE MOTION PREVAILED.

Representative Mack testified on HF5 as amended.

Chair Hoppe clarified his motion so that HF5, 1st Engrossment, be re-referred to the Committee on Government Operations and Election Policy. THE MOTION PREVIAILED.

Chair Hoppe moved to reconsider the A-14 amendment. THE MOTION PREVIAILED.

Chair Hoppe moved to reconsider A-12 amendment. THE MOTION PREVIAILED.

Chair Hoppe moved the A-14 amendment be adopted to HF5, 1st Engrossment. THE MOTION PREVIAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hoppe moved the A-12 amendment be adopted to HF5, 1st Engrossment. THE MOTION PREVIAILED AND THE AMENDMENT WAS ADOPTED.

Representative O’Driscoll moved the H0005A15 amendment.

Representative O’Driscoll withdrew the H0005A15 amendment.

Representative O’Driscoll moved the H0005A13 amendment. THE MOTION PREVAILED.

Kathryn Kmit, Minnesota Council of Health Plans, testified to the bill.

Representative Davids requested a roll-call vote on HF5.

Bentley Graves, Director of Health Care and Transportation Policy, Minnesota Chamber of Commerce, testified in favor of the bill.

Chris Schneeman, of Seven Hills Benefits, on behalf of the Minnesota Association of Health Underwriters testified in favor of the bill.

Representative Davids withdrew his motion for a roll-call vote on HF5.

Mike Hickey, on behalf of the National Federation of Independent Business, testified in favor of the bill.

Chair Hoppe renewed his motion to re-refer HF5, as amended, to the Committee on Government Operations and Election Policy. THE MOTION PREVAILED.
