MINUTES

Representative Hamilton, called the meeting to order at 10:19 a.m. on March 5, 2015 in Hearing Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Hamilton started the meeting at 10:16 a.m. A quorum was not present.

Rep. Hamilton called the meeting to order at 10:19 a.m. a quorum was present.

HF0880 Agricultural education teachers provided loan forgiveness, rulemaking authorized, and money appropriated.

Rep. Anderson, P. moved that HF0880 be re-referred to the Committee on Higher Education Policy and Finance.

Testifying on HF0880, T. J. Brown, High School Agriculture Teacher.

Rep. Anderson, P. renewed his motion that HF0880 be re-referred to the Committee on Higher Education Policy and Finance. THE MOTION PREVAILED.

HF0879 Agricultural educator grant program established, and money appropriated.

Rep. Anderson, P. moved HF0879 to be laid over for possible inclusion.

Testifying on HF0879, Tom Appel, Agriculture Education Teacher, Mountain Lake High School.

HF 0879 was laid over for possible inclusion.

Chair Anderson, P. assumed the gavel at 10:29 a.m.

HF0812 Income tax credit for sales or rentals of agricultural assets to beginning farmers provided, income tax credit for beginning farmer financial management programs provided, and the beginning farmer program administered by the Rural Finance Authority modified.

Rep. Bly moved HF0812 to be laid over for possible inclusion in an omnibus bill.

Testifying on HF812: Thom Petersen, Minnesota Farmers Union, Bobby King, Land Management Project.

HF0812 was laid over for possible inclusion in an omnibus bill.

HF1074 Agricultural Growth, Research, and Investment (AGRI) program extended for ten years; portion of annual AGRI spending dedicated to farm business management scholarships; income tax credits to encourage beginning farmers provided; beginning farmer individual development accounts and supplemental farm business management program funding provided, and money appropriated.

Rep. Marquart moved HF1074 to be laid over for possible inclusion.

HF1074 was laid over for possible inclusion.

HF1051 Agricultural growth, research, and innovation program grants authorized, and money appropriated.

Rep. Poppe moved HF1051 to be laid over for possible inclusion.

Testifying on HF1051, Rep. Poppe.

HF1051 was laid over for possible inclusion in an omnibus bill.
