MINUTES

Representative Paymar, Chair of Committee on Public Safety Finance and Policy, called the meeting to order at 10:04 a.m. Thursday, March 7th, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

H.F. 814 (Schoen) Hazardous substance release report required to local fire or law enforcement.

Rep. Schoen moved that H.F. 814 be recommended to pass and be placed on the General Register.

Testifying on behalf of H.F. 814 was:
Keith Franke - Mayor, Saint Paul Park
Ken Prillaman - Fire Chief, City of Brooklyn Park

Rep. Newberger moved to amend H.F. 814 as follows:
Page 1, Line 17, after "center" insert ",local ambulance provider"
THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Schoen renewed his motion that H.F. 814 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.


H.F. 491 (Dehn) Individual civil rights restored upon release from incarceration, and notice required.

Chair Paymar moved that H.F. 491 be recommended to pass and be re-referred to the Committee on Elections.

Chair Paymar moved to amend H.F. 491 as follows: (see attached; coded A13-0162).

Chair Paymar modified his amendment as follows:
Page 4, line 19, strike "elections" and insert "public safety"

THE MOTION PREVAILED. THE AMENDMENT, AS MODIFIED, WAS ADOPTED.

Testifying on H.F. 491 were:
Michael O. Freeman - Hennepin County Attorney
Mark Haase - Vice President, Council on Crime and Justice

Chair Paymar and members welcomed visiting ninth grade students from Saint Louis Park High School.

Rep. Rosenthal moved that the minutes of the March 5, 2013 and March 6, 2013 meetings be approved. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Paymar renewed his motion that H.F. 491, as amended, be recommended to pass and be re-referred to the Committee on Elections. THE MOTION PREVAILED.

The meeting was adjourned at 11:33 a.m..
