MINUTES

Representative Paymar, Chair of Committee on Public Safety Finance and Policy, called the meeting to order at 10:02 a.m. Thursday, February 21st, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Moved that the minutes of the February 20, 2013 meeting be approved. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

H.F. 88 (Dettmer) Rehabilitation presumption established through a person's honorable military service following a prior offense.

Rep. Schoen moved that H.F. 88 be laid over for possible inclusion in the Omnibus Public Safety Finance bill.

Chair Paymar moved to amend H.F. 88 as follows:
Page 1, Line 13, strike "a" and insert "the person's most recent"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on behalf of H.F. 88 was:
Trista Matascastillo - Chair, Minnesota Women Veterans Initiative Working Group

Rep. Schoen renewed his motion that H.F. 88, as amended, be laid over for possible inclusion in the Omnibus Public Safety Finance Bill. THE MOTION PREVAILED.

H.F. 228 (Johnson, B.) Wildlife arson that damages multiple dwellings, acreage, or crops increased penalties created, and restitution provisions added.

Rep. Johnson moved that H.F. 228 be recommended to pass and be re-referred to the Environment and Natural Resources Policy committee.

Rep. Johnson moved to amend H.F. 228 as follows: (See attached amendment coded H0228A2)

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Johnson renewed his motion that H.F. 228 be recommended to pass and be re-referred to the Environment and Natural Resources Policy committee. THE MOTION PREVAILED.

Chair Paymar and members welcomed visiting students from Legacy Christian Academy, Anoka.

H.F. 84 (Lesch) Dog and cat breeder licensing and inspection provided for, and money appropriated.

Rep. Lesch moved that H.F. 84, the first engrossment, be recommended to pass and be re-referred to the Committee on Government Operations.
