Representative Debra Hilstrom, Chair of the Judiciary Finance and Policy Committee, called the twentieth meeting to order at 2:20 P.M. on, March 20, 2013, in room 10 of the State Office Building.

Representative Hilstrom moved that HF142 be passed and sent to the General Register.

HF142 (Kieffer) Criminal sexual conduct offender penalties enhanced.


Representative Hilstrom renewed her motion that HF142 pass as amended and be sent to the
General Register.

HF1051 (Rosenthal) Crime victim rights and programs statutory provisions clarified.

Representative Hilstrom moved an oral amendment on Page 1, line 13 delete "the notice provided" and insert "that the notice was requested and provided to that person"
The oral amendment was incorporated.

Representative Hilstrom moved an oral amendment on page 7, line 7.30 after January insert “15”.
The oral amendment was incorporated.



Representative Hilstrom renewed her motion that HF1051 pass, as amended and be sent to the
General Register.
The bill was passed. The motion prevailed.

HF681 (Simon) Limitation period for civil actions involving sexual abuse changed.

Representative Hilstrom moved that HF947 be passed and sent to the General Register.

HF947 (Liebling) Sexually dangerous persons and persons with sexual psychopathic personalities commitment law distinguished and clarified from other civil commitments.


A handout was given to Committee members “HF947 Recodification of Sex Offender Civil Commitment Provisions from Chapter 253B to Chapter 253D.”
