MINUTES

Representative Liebling, Chair of Committee on Health and Human Services Policy, called the meeting to order at 2:18 PM February 27, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Benson moved that the minutes of February 26, 2013 be approved. Motion prevailed. The minutes were approved.

Chair Liebling moved that HF262 (Halverson) Spinal cord injury and traumatic brain injury research grant program established, spinal cord and traumatic brain injury advisory committee established, and money appropriated, be recommended to pass and re-referred to the Government Operations Committee.

Representative Halverson presented information on HF262.

Chair Liebling renewed her motion that HF262 be recommended to pass and re-referred to the Government Operations Committee. The motion prevailed.

Chair Liebling moved that HF582 (McNamar) Advanced diagnostic imaging service accreditation required for operation in Minnesota, be recommended to pass and placed on the General Register.

Representative McNamar presented information on HF582.

The following individuals testified:
Gerri Burmeister, Administrator at Windom Hospital testified in support of HF582.

Chair Liebling allowed time for member questions and answers provided by Ms. Burmeister.

The following individuals testified:
Richard Ash, Administrator at Ortonville Area Health Services testified in support of HF582.
Linda Laman, Advocate did not testifying in support or opposition of HF582, but addressed concerns with language.

Chair Liebling moved an oral amendment as follows:
Insert 'interpreting' after the word 'the' on line 1.24 of HF582

Chair Liebling allowed time for Members and testifiers to discuss the oral amendment.

Chair Liebling withdrew her motion of the oral amendment of HF582.

Chair Liebling renewed her motion that HF582 be recommended to pass and placed on the General Register. Motion prevailed.

Representative Lohmer noted an error on the minutes of February 26, 2013 moved by Representative Benson. Representative Benson withdrew his motion to approve the minutes of February 26, 2013. Minutes to be amended and approved next committee.

Chair Liebling moved that HF176 be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Norton presented information on HF176 (Norton) Dental services for the disabled expanded.

The following individuals testified:
Dr. Mike Helgeson, Apple Tree Dental testified in support of HF176.
Cindy Ostrowski, Executive Director of Hiawatha Homes testified in support of HF176.
Candy Hazen, Minnesota Dental Hygienists Association testified in support of HF176.

Chair Liebling allowed time for member questions and answers provided by Representative Norton.

Chair Liebling renewed her motion that HF176 be recommended to pass and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Loeffler moved that HF196 (Loeffler) Licensed dietitian or nutrition allowed to adhere to a practice guideline or protocol for a legend drug prescribed by a physician, be recommended to pass and re-referred to the General Register.

Representative Loeffler moved that amendment H0195A1 of HF196 be adopted. Motion prevailed. The amendment was adopted.

Representative Loeffler presented information on HF196.

The following individuals testified:
Ann Erickson, Minnesota Academy of Nutrition and Dietetics testified in support of HF196.

Chair Liebling allowed time for member questions and answers provided by Ms. Erickson, Representative Loeffler, Representative Schoen, and Randall Chun and Lynn Aves of House Research.

Representative Loeffler renewed her motion that HF196 be recommended to pass as amended and placed on the General Register. The motion prevailed.

Representative Ward moved that HF215 (Ward) Physical agent modalities, electrical stimulation, and ultrasound device use orders by licensed health care professionals permitted, be recommended to pass and placed on the General Register.

Representative Ward presented information on HF215.

The following individuals testified:
Karen Sames, Minnesota Occupational Therapy Associated testified in support of HF215.

Representative Ward renewed her motion that HF215 be recommended to pass and placed on the General Register. Motion prevailed.

The Committee recessed at 3:43 PM.

Chair Moran assumed the gavel and called the committee to order. The Committee reconvened at 7:34 PM

Representative Morgan moved that HF607 (Morgan) Optometrist provisions changed, be recommended to pass and placed on the General Register.

Representative Morgan moved that amendment H0607A1 of HF607 be adopted. Motion prevailed. The amendment is adopted.

The following individuals testified:
Dr. Jonathan Schorn, Minnesota Optometric Association

Chair Moran allowed time for member questions and answers, and additional testimony from the public.

Representative Morgan renewed his motion that HF607 be recommended to pass as amended and placed on the General Register. Motion prevailed.

Representative Loeffler moved that HF213 (Loeffler) Medical assistance co-payment modified, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

The following individuals testified:
Ross Owen, Project Manager Hennepin Health testified in support of HF213
Karen Sturm, CEO Metropolitan Health Plan testified in support of HF213
Brian Bergs, NorthPoint Health & Wellness Center testified in support of HF213

Chair Moran allowed time for member questions and answers provided by Representative Loeffler, Mr. Owen, and Ms. Sturm.

Representative Loeffler renewed her motion that HF213 be recommended to pass and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Liebling moved that HF672 (Liebling) Acute stroke center and system established, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Liebling presented information on HF672.

The following individuals testified:
Dr. Al Tsai, MN Dept of Health Epidemiologist testified in support of HF672.
Donna Lindsay, Quality Nurse Specialist testified in support of HF672.

Chair Moran allowed time for member questions and answers from Dr. Tsai, Ms. Lindsay, and Representative Liebling.

Chair Moran allowed time for additional testimony from the public.

Representative Liebling renewed her motion that HF672 be recommended to pass and re-referred to the Health and Human Services Finance Committee. Motion prevailed.
