MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 10:00am on February 26, 2014 in Room B of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF655 (Howe) High-voltage transmission line routing process regulated, and designation of a preferred route prohibited in the permitted process

Chair Nelson moved that HF655 be recommended to be placed on the General Register. THE MOTION PREVAILED.

Representative Dorholt moved approval of the minutes from January 23, 2013. THE MOTION PREVAILED.

Representative Dorholt moved approval of the minutes from February 20, 2013. THE MOTION PREVAILED.

Representative Dorholt moved approval of the minutes from May 13, 2013. THE MOTION PREVAILED.

Representative Dorholt moved approval of the minutes from September 18, 2013. THE MOTION PREVAILED.

Representative Dorholt moved approval of the minutes from October 15, 2013. THE MOTION PREVAILED.

HF155 (Runbeck) Notaries public permitted maximum fees increased.

Chair Nelson moved that HF155 be recommended to be placed on the General Register.

Chair Nelson moved to amend HF155 (See attached H0155A5 amendment). THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF155, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF2029 (Kahn) Black arts funding, impact, and needs study required

Representative Kahn moved that HF2029 be recommended to be re-referred to the Committee on State Government Finance and Veterans Affairs.

Representative Kahn renewed the motion that HF2029 be recommended to be re-referred to the Committee on State Government Finance and Veterans Affairs. THE MOTION PREVAILED.

HF1455 (Brynaert) Blue Earth County; library board made advisory to the county board

Chair Nelson moved that HF1455 be recommended to be placed on the General Register.

Chair Nelson renewed the motion that HF1455 be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF2093 (Carlson) State agencies prohibited from paying more than ten percent over the appraised value to acquire real property

Chair Nelson moved that HF2093 be recommended to be re-referred to the Committee on Ways and Means.

Chair Nelson moved to amend HF2093 (See attached H2093A2 amendment, lines 1.1 to 1.3).

Chair Nelson moved to amend the H2093A2 amendment as follows:

Line 1.3, after “Resources”, add “or the Board of Water and Soil Resources.”

THE MOTION PREVAILED.

Chair Nelson renewed the motion to amend HF2093 (See attached H2093A2 amendment, lines 1.1 to 1.3, as amended). THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF2093 be recommended to be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF1631 (Mariani) Cesar Chavez Legislative Day designated as March 31

Chair Nelson moved that HF1631 be recommended to be placed on the General Register.

Chair Nelson moved to amend HF1631 (See attached H1631DE1 amendment).

Chair Nelson moved to amend the H1631DE1 amendment as follows:

Line 1.5, delete “are a rapidly growing”, insert “constitute a major”

THE MOTION PREVAILED

Chair Nelson renewed the motion to amend HF1631 (See attached H1631DE1 amendment, as amended). THE MOTION PREVAILED.
