MINUTES

Representative Nelson, Chair of Committee on Government Operations, called the meeting to order at 10:03am on February 27, 2013 in Room B of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF157 (Hilstrom) Bullion coin dealers regulated, registration required, conduct prohibited, and enforcement authority and criminal penalties provided.

Chair Nelson moved that HF157 be recommended to pass and re-referred to the Committee on Judiciary Finance and Policy.

Chair Nelson moved to amend HF157 (See attached H0157A1 amendment). THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF157 be recommended to pass and re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.

HF651 (Persell) Accounting software development and updating provided for, and money appropriated

Chair Nelson moved that HF651 be recommended to pass and re-referred to the Committee on State Government Finance and Veteran's Affairs.
Representative Peppin moved to amend HF651, as amended (See attached H0651DE2 amendment)

Representative Peppin incorporated an oral amendment to H0651DE2 as follows:

Page 1, line 1.5, after "a", insert "one-time"

Representative renewed the motion to amend HF651, as amended (See attached H0651DE2 amendment, as incorporated) THE MOTION PREVAILED.

Representative Peppin moved to amend HF651, as amended, as follows:

Chair Nelson renewed the motion that HF651, as amended, be recommended to pass and re-referred to the Committee on State Government Finance and Veteran's Affairs. THE MOTION PREVAILED

HF542 (Loeffler) Classified employees established as nonpartisan resources to all decision makers, and additional whistleblower protection provided to state employees

Chair Nelson moved that HF542 be recommended to pass and placed on the General Register.

Chair Nelson moved to amend HF542 (See attached H0542A3 amendment). THE MOTION PREVAILED.

Representative Hanson moved to amend HF542, as amended, as follows:

Page 2, delete line 2.20, insert "(1) a legislator, the legislative auditor, or a legislative employee; or"

THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF542, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF328 (Liebling) Minnesota Task Force on Prematurity duties and reporting dates amended.

Chair Nelson moved that HF328 be recommended to pass and re-referred to the Committee on Health and Human Services Finance.

Chair Nelson moved to amend HF328 (See attached H0328A2 amendment). THE MOTION PREVAILED.

Chair Nelson renewed the motion that HF328, as amended, be recommended to pass and re-referred to the Committee on Health and Human Services Finance.

The meeting was adjourned at 11:24am.
