ENVIRONMENT AND NATURAL RESOURCES POLICY COMMITTEE

MINUTES

Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the twentieth meeting to order at 4:00 p.m., on March 4, 2014, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair moved HF 917 - relating to snowmobiles; prohibiting tampering of snowmobile odometers - before the committee.

Doug Franzen, MNUSA presented information and answered questions relative to HF 917.

Chair moved amendment HO917A1 to HF 917.

Bob Meier, Minnesota Department of Natural Resources, indicated support of the bill.

Chair recommended that HF 917, as amended, be rereferred to the Committee on Commerce.

Representative Fischer presented HF 1864 – relating to state government; modifying laws governing certain executive branch advisory groups.

Representative Fischer moved amendment H1864A1 to HF 1864.

Line 1.4 delete and

Line 1.5 before “are” insert “and 116C.712”

Chair moved HF 2165 – relating to natural resources; updating the Minnesota Sustainable Forest Resources Act – before the committee.

Mr. David Zumeta, MN Forest Resources Council, presented information on the bill.

Chair moved the oral amendment to HF 2165 as follows:

Page 1, Line 2.1 delete “16” and reinstate 15

Representative McNamara presented HF 2097 – relating to natural resources; eliminating Executive Council control over certain timber sales and minerals leases.

Discussion of the bill took place.

HF 2097 was laid over.

Representative McNamara presented HF 2098 – relating to natural resources; lowering the maximum fee for an aquatic plant management permit.

Steve Enger and Bob Meier, Minnesota Department of Natural Resources answered questions regarding the bill.

Lance Ness, Anglers for Habitat, spoke against the bill.

HF 2098 was laid over.

The meeting adjourned at 5:15 p.m.
